The Former Nansemond Ordnance Depot (FNOD) consists of<br />

approximately 975 acres on the James River at the mouth of<br />

the Nansemond River. The Army acquired the property<br />

between 1917 and 1929 and used the Depot from World War I<br />

until November 1950 when the property was leased to the<br />

Navy. In 1960, the Army excessed the property and conveyed it<br />

to the Beaszley Foundation, Inc. Currently, Tidewater<br />

Community College (TCC), the General Electric Company<br />

(GE), Dominion Lands, Inc., Continental Bridgeway Office Park,<br />

Bridgeway LP, Suffolk Towers, SYSCO Food Services,<br />

Hampton Roads Sanitation District, Lockheed Martin, and<br />

Interstate 664 occupy the property. Contaminants identified at<br />

the property include TNT, fuels, solvents, pesticides, and<br />

munitions and explosives of concern (MEC). In FY97, FNOD<br />

held its first Restoration Advisory Board (RAB) meeting. EPA<br />

placed the property on the NPL in July 1999 and delisted the<br />

impregnite kit area soils from the NPL in FY03. Both the FNOD<br />

project delivery team and the statewide FUDS Management<br />

Action Plan team meet monthly. In addition, an EPA Region III<br />

FUDS Partnering team meets several times throughout the<br />

year. FNOD also has a highly effective public affairs work group<br />

with representation from regulatory agencies, property owners,<br />

and community stakeholders. Additionally, the FNOD RAB<br />

meets six times a year.<br />

To date, the U.S. Army Corps of Engineers (USACE) has<br />

signed one No Further Action (NFA) Record of Decision (ROD).<br />

Continuous MEC response action presence began in 2000 and<br />

is expected to continue through FY08. The cleanup progress at<br />

FNOD for FY02 through FY05 is detailed below.<br />

In FY02, USACE completed the closeout documentation for the<br />

impregnite kit area and a draft remedial investigation (RI) on the<br />

main burning ground and horseshoe-shaped pond. Work<br />

continued on the TNT area RI, background study, and site<br />

screening process. USACE completed MEC removal actions on<br />

Dominion Lands property, and signed the interim land use<br />

control implementation plan (LUCIP) for MEC at FNOD.<br />

In FY03, EPA delisted the impregnite kit area soils from the<br />

NPL. USACE completed RI sampling of the TNT area and<br />

re-interred the human remains unearthed at the James River<br />

beachfront site with an unprecedented outpouring of community<br />

support. USACE found that the Track K dump had<br />

unanticipated contamination, and was no longer proposed for<br />

NFA. USACE completed the time-critical removal action<br />

(TCRA) at the TNT area and discovered an additional MEC site<br />

at the Nansemond River beachfront. Although there is no<br />

evidence of chemical weapons materiel (CWM) storage or<br />

disposal at FNOD, EPA completed a second round of CWM<br />

sampling citing concerns over incomplete site documentation.<br />

The sampling yielded no indication of CWM.<br />

In FY04, USACE completed the offshore NFA proposed plan<br />

(PP) and ROD. USACE initiated the site investigation phase of<br />

the Nansemond River Beachfront, the Marine Corps Power<br />

Generation Station, and Tracks G, H, and I explosive magazine<br />

lines. Negotiations continued with landowners on the LUCIP<br />

memorandum of agreement (MOA). USACE completed the<br />

initial site screening process for the GE Pond area of concern<br />

(AOC).<br />

In FY05, USACE completed the sitewide groundwater<br />

conceptual site model investigation, a background sampling<br />

report, and FNOD site specific screening process. USACE also<br />

completed near shore site investigations for the James River<br />

beachfront, and Horseshoe Pond, as well as the human health<br />

risk assessment (HHRA) and ecological risk assessment (ERA)<br />

for the Track K dump and the Horseshoe Pond. USACE<br />

determined that an engineering evaluation and cost analysis for<br />

the Pesticide Drum area was inappropriate, and began an<br />

HHRA and ERA as part of an RI. USACE also initiated site<br />

investigations of several AOCs. USACE satisfied the<br />

requirements of the FNOD TCRA interagency agreement and<br />

began drafting the final report. TCC and USACE signed a<br />

LUCIP MOA. USACE also modified its MEC work plan.<br />

USACE signed a final letter of agreement concerning public<br />

information access and interim LUC with the City of Suffolk.<br />

The Corps continued RI work at James River Beachfront,<br />

Horseshoe Pond, Main Burning Ground (MBG), TNT, Pesticide<br />

Drum, and Track K Source Area 6. The district postponed<br />

completion of the James River Beachfront RI to allow<br />

completion of a feasibility study (FS) for shoreline stabilization<br />

and incorporation of the shoreline stabilization FS into the RI to<br />

support an action PP and ROD.<br />

Technical issues delayed the Horseshoe Pond RI. Regulatory<br />

issues delayed the NFA ROD and Pesticide Drum area RI. The<br />

TNT RI is essentially complete and the Draft RI report has been<br />

submitted for review. USACE is awaiting regulatory comments<br />

on the Draft TNT Area RI.<br />

The district held a public meeting for the Track K dump PP.<br />

USACE completed most of the munitions clearance at MBG,<br />

designated two new AOCs (AOC 23-Renovation Plant and<br />

AOC 22-Arsenic Area) on TCC property near the Nansemond<br />

River, and initiated site screening process investigations at<br />

AOCs 12, 14, 15, 20, 22, and 23. EPA completed and accepted<br />

the TCRA report. The installation found bulk TNT at the<br />

Nansemond River Beachfront in July, characterizing this<br />

location as an NPL Source Area.<br />

Technical issues delayed the MBG Military Munitions Response<br />

Program (MMRP) clearance process. The district delayed the<br />

IRP category RI until the MMRP investigations are completed.<br />
