The mission of Griffiss Air Force Base (AFB) was to operate as<br />

an air refueling and long-range bombardment facility. EPA<br />

placed the installation on the NPL in 1987 and the Air Force<br />

signed a federal facility agreement (FFA) in June 1990. The<br />

1993 BRAC Commission recommended closure of Griffiss AFB.<br />

Sites identified at the installation include landfills, underground<br />

storage tanks (USTs), fire training areas, disposal pits, and spill<br />

areas. Possible off-site groundwater contamination was also<br />

identified. Interim actions conducted at the facility between<br />

FY86 and FY91 include modification of a landfill cap and<br />

removal of contaminated soil and USTs from a tank farm,<br />

various disposal pits, and the area adjacent to an aircraft<br />

nosedock. In FY95, the installation completed an Environmental<br />

Baseline Survey and, in FY96, the installation completed an<br />

environmental impact statement. Griffiss AFB formed a BRAC<br />

cleanup team (BCT) and a Restoration Advisory Board (RAB) in<br />

FY95. The BRAC cleanup plan was completed the same year.<br />

The installation received technical assistance for public<br />

participation funding in FY99. The installation completed the<br />

first 5-year review in FY05.<br />

Environmental studies identified 61 sites at Griffiss AFB. To<br />

date, the installation has signed 25 of the required 41<br />

environmental Records of Decision (RODs). The proposed plan<br />

(PP) was completed for Landfill 1 (LF 001), and five no further<br />

action/institutional control RODs were also completed. RODs<br />

have now been issued for all LFs. The cleanup progress at<br />

Griffiss AFB for FY02 through FY05 is detailed below.<br />

In FY02, a treatability study (TS) commenced for four<br />

trichloroethylene (TCE) plumes. Remediation began for three of<br />

the five remaining landfills. Six PPs were submitted and<br />

approved. Three RODs were executed. The Apron bioventing<br />

system was installed and initiated. The installation rescheduled<br />

the feasibility study (FS) and remediation activities for the<br />

creeks (SD 031 and SD 032) in order to allow for floodplain<br />

sampling that will evaluate the possibility of creating new<br />

wetlands.<br />

In FY03, the installation completed two landfill closures,<br />

continued another, and initiated a fourth. Four hardfill areas<br />

received closure approval, and an explanation of significant<br />

differences was executed, closing the groundwater component<br />

of four sites. The installation completed the FS for the two<br />

creeks and approved the associated PPs. The installation<br />

reconstructed the landfarming operation, which involved 80,000<br />

cubic yards of contaminated soil. The installation completed<br />

remediation of the small arms range (OT 061). <strong>Installation</strong> of<br />

the bioventing systems at Aprons 1 and 2 was completed. The<br />

installation removed 11,000 cubic yards of contaminated soil at<br />

the Tank Farms 1 and 3 sites. Griffiss AFB completed<br />

installation of the Pumphouse 1 (SS 054) free product recovery<br />

system and closed 12 petroleum spill sites.<br />

In FY04, Griffiss AFB initiated remediation of the final landfill,<br />

completed the LF 2/3 (LF 002) and LF 001 covers, and<br />

completed the TS for four TCE plumes. The installation<br />

executed the RODs for two creeks and awarded the<br />

remediation contract. The installation also issued the remedial<br />

investigation and FS results for Area of Concern 9 (SS 062).<br />

The Air Force conducted an inventory of Military Munitions<br />

Response Program (MMRP) sites. MMRP sites were identified<br />

at this installation.<br />

In FY05, the installation awarded the long-term monitoring and<br />

long-term operation performance-based contract (PBC). The<br />

installation completed three RODs and the first 5-year review.<br />

In addition, the installation commenced remediation of<br />

Three-Mile Creek (SD 031) and submitted PPs for six additional<br />

sites. The Air Force began evaluating requirements at MMRP<br />

sites at this installation. The RAB continued to meet<br />

semiannually and the BCT continued to meet at least quarterly.<br />

The installation issued a PBC for the remediation of the TCE<br />

plumes and four petroleum-contaminated groundwater sites.<br />

Griffiss AFB completed the remediation of LF 6 and Three Mile<br />

Creek. The cost of completing environmental restoration has<br />

changed significantly due to technical issues and changes in<br />

estimating criteria.<br />

Technical issues delayed the processing of six PPs and<br />

associated RODs, and the partial NPL delisting.<br />
