Pensacola Naval Air Station (NAS), which now serves as a<br />

flight training center, was formerly a naval air rework facility and<br />

an aviation depot. Operations that have caused contamination<br />

at the station include machine shops, a foundry, coating and<br />

paint shops, paint stripping and plating shops, various<br />

maintenance and support facilities, landfills, and storage<br />

facilities. Investigations have identified 38 CERCLA sites, 1<br />

solid waste management unit (SWMU), and 15 underground<br />

storage tank (UST) sites. Site types include landfills, disposal<br />

sites, polychlorinated biphenyls (PCBs) transformer and spill<br />

areas, industrial wastewater treatment plant areas, and<br />

evaporation ponds. The installation was placed on the NPL in<br />

December 1989, and a federal facility agreement (FFA) was<br />

signed in October 1990. In 2005, the BRAC Commission<br />

recommended Pensacola NAS for realignment. The installation<br />

formed a technical review committee in FY90 and converted it<br />

to a Restoration Advisory Board in FY94. In FY03, the<br />

installation completed a 5-year review.<br />

Pensacola NAS has identified 61 sites. Twelve Records of<br />

Decision (RODs) have been signed by the installation, including<br />

six for no further action (NFA). The cleanup progress at<br />

Pensacola NAS for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed site assessment reports for<br />

UST Sites 19 and 24, and remedial action plans (RAPs) for<br />

UST Sites 15, 21, and 25. It also completed the interim<br />

remedial action (IRA) at Site 43 and initiated the 5-year review.<br />

The installation began groundwater monitoring at Site 15 and<br />

continued monitoring at Site 1. The RCRA permit for SWMU 1<br />

was renewed. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. No MMRP sites<br />

were identified at this installation.<br />

In FY03, the installation removed the groundwater recovery<br />

system and continued monitoring for SWMU 1. The installation<br />

also completed the 5-year review. An IRA was initiated at Sites<br />

8 and 24. The installation began RAPs for UST Sites 20 and<br />

24.<br />

In FY04, Pensacola NAS continued groundwater monitoring at<br />

SWMU 1, and completed RAPs for UST Sites 20 and 24. The<br />

IRA was completed.<br />

In FY05, Pensacola NAS completed the NFA ROD for Site 40<br />

Operable Unit (OU) 15. The Navy completed remedial<br />

investigation at Sites 44, 45, and 46. The installation completed<br />

groundwater monitoring at SWMU 1 and cleanup at UST Sites<br />

15 and 21.<br />

Pensacola NAS completed the NFA ROD for Site 02 (OU 03).<br />

The installation also completed the ROD with land use controls<br />

(LUCs) for Sites 8 and 24 (OU 13), and Site 38 (OU 11). The<br />

Navy continued groundwater monitoring at SWMU 1, Site 01<br />

(OU 01), and Site 15 (OU 04).<br />

Regulatory issues delayed the implementation of optimization<br />

fieldwork at Sites 01 (OU 01), 15 (OU 04), and SWMU 1.<br />
