In May 2005, the BRAC Commission recommended closure of<br />

the Newport Chemical Depot (CD) after completion of the<br />

chemical demilitarization mission. The installation began to<br />

neutralize VX agent on May 5, 2005. The Wabash River<br />

Ordnance Works (Site 001) originally manufactured the<br />

explosive RDX during World War II and the Korean Conflict. In<br />

addition, heavy water was produced in support of the<br />

Manhattan Project and Atomic Energy Commission. In 1961,<br />

the heavy water production facility was converted to the<br />

production of chemical agent VX and operated until 1969 (Sites<br />

014 and 016). The installation buried building debris at Sites<br />

022 and 025, including asbestos-contaminated and<br />

decontaminated debris from the chemical plant. From 1973 to<br />

1974, the Army constructed a TNT production plant. The<br />

installation burned and buried TNT removed from the<br />

production lines at Site 024. In 2000, Newport CD formed a<br />

Restoration Advisory Board (RAB).<br />

Environmental studies identified 17 sites. Eleven of these sites<br />

have achieved response complete. The cleanup progress at<br />

Newport CD for FY02 through FY05 is detailed below.<br />

In FY02, the installation composted approximately 7,000 cubic<br />

yards of TNT- and DNT-contaminated soils at Site 024. The<br />

installation also treated water that accumulated in excavations<br />

with an activated carbon treatment unit. The Army conducted a<br />

preliminary assessment of the installation's one Military<br />

Munitions Response Program (MMRP) site at Site 022.<br />

In FY03, the installation composted and backfilled<br />

approximately 6,700 cubic yards of RDX-contaminated soils in<br />

excavations at Site 001.<br />

In FY04, Newport CD constructed a soil barrier on a portion of<br />

Site 022. Newport CD also established an inspection program<br />

to periodically check the integrity of the soil barrier and<br />

complete any needed repairs. The Army conducted a<br />

geophysical study to identify the location of a buried 300-gallon<br />

tank at Site 022. The installation also installed a 2-foot-thick soil<br />

cap and 6-inch-thick topsoil layer, and revegetated the area to<br />

control soil erosion at Site 025. The installation established an<br />

inspection program to periodically check the integrity of the cap,<br />

assess the stability of the creek bank, and conduct any needed<br />

repairs.<br />

In FY05, the BRAC Commission recommended closure of<br />

Newport CD. The installation conducted long-term management<br />

(LTM) for groundwater at Sites 001, 022, 024, and 025.<br />

Newport CD completed a land use control implementation plan.<br />
