Moffett Field Naval Air Station (NAS) was headquarters of the<br />

Commander, Patrol Wings U.S. Pacific Fleet. Responsible for<br />

submarine patrol operations across the Pacific, NAS Moffett<br />

Field was the largest P-3 base in the world. In July 1991, the<br />

BRAC Commission recommended closure of the installation.<br />

The installation was closed on July 1, 1994 and transferred to<br />

NASA. The Naval Air Manor property was transferred to a<br />

neighboring city. The associated Moffett Community Housing<br />

(MCH) was transferred to the Army. EPA placed the installation<br />

on the NPL in July 1987. The Navy signed a federal facility<br />

agreement (FFA) in FY90, amended it in FY94, and revised it in<br />

FY01. Sites at the installation include landfills, underground<br />

storage tanks, a burn pit, ditches, holding ponds, wetland<br />

sediments, French drains, maintenance areas, and fuel spill<br />

sites. Contaminants include polychlorinated biphenyls (PCBs),<br />

petroleum products, DDT, chlorinated solvents, and heavy<br />

metals. The installation was divided into seven operable units<br />

(OUs). The installation completed a community relations plan<br />

(CRP) and established an information repository in FY89. In<br />

FY94, it formed a BRAC cleanup team and completed a BRAC<br />

cleanup plan, which was updated in FY97. The installation<br />

converted its technical review committee to a Restoration<br />

Advisory Board (RAB) in FY95. A RAB forum for the Bay Area<br />

Community was held and the CRP was updated in FY02. In<br />

FY03, the installation completed 5-year review reports for two<br />

groundwater remedial sites.<br />

Environmental studies have identified 34 sites at the<br />

installation. In addition, the installation has completed several<br />

No Further Action (NFA) Records of Decision (RODs). The<br />

installation has also completed RODs for OU 1, Sites 22, 26,<br />

27, and 28. The installation has completed closure of 35<br />

petroleum sites. The cleanup progress at Moffett Field NAS for<br />

FY02 through FY05 is detailed below.<br />

In FY02, the installation completed closure of 35 petroleum<br />

sites. The ROD and remedial design (RD) for Site 22 were<br />

completed, as well as the proposed plan (PP) and ROD for the<br />

NFA sites. The installation submitted 5-year review reports for<br />

OU 1, and Sites 1 and 2 to regulatory agencies. Progress<br />

continued on the site management plan for delisting Moffett<br />

Field from the NPL. Support of the NASA-Navy memorandum<br />

of agreement (MOA) continued. The installation initiated an<br />

optimization study for Sites 26 and 28 pump-and-treat systems.<br />

A human health risk assessment (HHRA) on MCH started due<br />

to groundwater contamination. The Navy completed an<br />

inventory of all Military Munitions Response Program (MMRP)<br />

sites. No MMRP sites were identified at this installation.<br />

In FY03, the installation completed a 5-year review report for<br />

both the westside and eastside aquifer treatment systems.<br />

Additionally, the installation completed the PP for Site 25 and<br />

initiated a time-critical removal action (TCRA) at the new source<br />

area, Hangar 1. The installation completed the feasibility study<br />

(FS) for Site 27 and the remedial action (RA) for Site 22. The<br />

HHRA at MCH was completed, although additional studies are<br />

needed to supplement HHRA. An additional seven petroleum<br />

sites were closed.<br />

In FY04, the installation completed the Hangar 1 TCRA and<br />

started work on the remedial investigation (RI) and FS work<br />

plan for Hangar 1. The installation completed the Site 27 PP.<br />

Optimization of the Sites 26 and 28 pump-and-treat systems<br />

began. The installation completed air sampling at MCH and a<br />

work plan drafted for the final phase of groundwater<br />

investigation. The installation received closure letters for<br />

petroleum sites from the California Regional Water Quality<br />

Control Board.<br />

In FY05, the installation finalized the Moffett Field NAS Site 25<br />

RI report addendum and submitted the draft FS report<br />

addendum for agency review and comment. The Navy finalized<br />

the Site 27 ROD and began the RD for RA. The installation<br />

continued the site management plan for delisting Moffett Field<br />

from the NPL and support of the NASA-Navy MOA.<br />

Moffet Field NAS developed and submitted an FS for Site 25.<br />

The installation also completed and implemented the Site 27<br />

RD, and implemented optimization of the Site 26<br />

pump-and-treat system. The Navy continued resolution of<br />

groundwater contaminant responsibility. The cost of completing<br />

environmental restoration has changed significantly due to<br />

technical issues, regulatory issues, and changes in estimating<br />

criteria.<br />

Regulatory issues delayed the PP and ROD for Site 25.<br />

Regulatory issues also delayed removal action at Site 29. In<br />

addition, procedural issues delayed RA for Site 27.<br />
