Pease Air Force Base (AFB) served as a Strategic Air<br />
Command bomber and tanker base. The BRAC Commission<br />
recommended closure of Pease AFB in 1988 and EPA placed<br />
the installation on the NPL in February 1990. In March 1991,<br />
the installation closed. Studies identified the following site<br />
types: fire training areas, burn pits, industrial facilities, landfills,<br />
and underground storage tanks. The installation signed a<br />
federal facility site remediation agreement (FFSRA) in<br />
September 1992, which was renegotiated in July 2002 to<br />
address early transfers. Groundwater and soil are contaminated<br />
with petroleum products (JP-4 jet fuel) and industrial solvents,<br />
such as trichloroethylene (TCE). Before closure, the installation<br />
completed interim remedial actions (RAs) at four sites, soil<br />
removal at three sites, and test pit operations at two sites. The<br />
installation formed a BRAC cleanup team (BCT) in FY93 and a<br />
Restoration Advisory Board (RAB) in FY95. The installation<br />
completed 5-year reviews in FY99 and FY04.<br />
To date, 10 Records of Decision (RODs) have been signed.<br />
The cleanup progress at Pease AFB for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the installation initiated the design for the Zone 3<br />
remedy change. Coordination with local water suppliers was<br />
underway. RA system operation, monitoring, long-term<br />
management (LTM), and trend analysis continued. The<br />
installation completed a proposed plan and drafted a ROD<br />
amendment for Zone 3. The installation signed a renegotiated<br />
FFSRA to address early transfer.<br />
In FY03, the installation prepared and submitted the draft final<br />
ROD amendment for the Zone 3 remedy change. The<br />
institutional control management plan was developed and<br />
implementation of the plan began. The installation submitted<br />
the RA plan for flightline sites to the State. RA system<br />
operation, monitoring, LTM, and trend analysis continued.<br />
In FY04, the installation constructed the wellhead protection<br />
system for the Haven Well. The installation completed a<br />
detailed characterization of refueling system contamination<br />
near the well, including an analysis of the alternatives meeting<br />
New Hampshire requirements for RA at the site. Monitoring and<br />
the operation of remedial systems continued. The installation<br />

initiated optimization evaluations for several locations. An<br />
operating properly and successfully (OP&S) demonstration was<br />
accepted by EPA for Site 73 (ID 073), and OP&S<br />
documentation was drafted for the remaining Zone 3 sites. The<br />
installation completed the second 5-year review. The Air Force<br />
conducted an inventory of Military Munitions Response<br />
Program (MMRP) sites. MMRP sites were identified at this<br />
installation.<br />
In FY05, the installation completed the RA plan for Plumes<br />
13/14 located in the flightline area. The installation continued<br />
monitoring and operations of remedial systems and continued<br />
optimization activities. In addition, the installation completed the<br />
OP&S demonstration for Zone 3 and Site 49. The installation<br />
developed findings of suitability to transfer for the remaining<br />
parcels and transferred all remaining property to the Pease<br />
Development Authority. The Air Force began evaluating<br />
requirements at MMRP sites at this installation. RAB and BCT<br />
activities continued.<br />

Pease AFB continued monitoring and optimization efforts for all<br />
sites. The cost of completing environmental restoration has<br />
changed significantly due to technical issues and changes in<br />
estimating criteria.<br />
The installation awarded the contract for the installation and<br />
operation of the RA for Plume 13/14; however, contractual<br />
issues delayed the execution of the RA plans.<br />
