The former Pantex Ordnance Plant began operations in 1942<br />
as an Army Ordnance Corps facility. The property is now<br />
owned by DOE and Texas Tech University (TTU). Operations<br />
conducted on the active DOE site include fabrication, assembly,<br />
testing, and disassembly of nuclear ammunition and weapons.<br />
Sources of contamination have included burning of chemical<br />
waste in unlined pits, burial of waste in unlined landfills, and<br />
discharge of plant wastewaters into on-site surface water. The<br />
southern part of the property is used as an experimental<br />
agricultural research farm by TTU. DOE is solely investigating<br />
sites on their property. EPA placed the property on the NPL in<br />
May 1994. The U.S. Army Corps of Engineers (USACE)<br />
established an electronic administrative record for the TTU<br />
FUDS in FY03.<br />
A preliminary assessment and site inspection (SI) in FY90<br />
identified nine areas of emphasis for investigation. The cleanup<br />
progress for Pantex Plant for FY02 through FY05 is detailed<br />
below.<br />
In FY02, USACE completed a work plan for DoD-related<br />
investigations that Texas Natural Resource Conservation<br />
Commission (TNRCC) approved. TTU, the landowner, and<br />
potentially responsible parties (PRP) submitted a separate work<br />
plan for investigations. Preparations for field investigation at the<br />
former Bomb Loading Line area (Zone 9) began. PRP<br />
discussions with TTU continued.<br />
In FY03, USACE completed environmental investigations at<br />
Zone 9 and other areas of concern (AOCs), including Zone 1,<br />
the Burning Grounds, Carbon Black Pits, Landfill, and Lake<br />
Mounds areas. In addition, USACE presented investigation<br />
results for Zone 9 to TNRCC. DoD continued PRP discussions<br />
with landowners. USACE established an electronic<br />
administrative record for the TTU FUDS. USACE determined<br />
the extent of explosives contamination in soil at Zone 9.<br />
In FY04, USACE completed environmental investigations to<br />
determine the extent of contamination for all AOCs, including<br />
Zone 2, and continued investigations for sites that may have<br />
required additional data. Additionally, USACE presented<br />
investigation results for Zone 1, Zone 9, the Burning Grounds,<br />
Carbon Black Pits, Landfill, Rock Pile, and Lake Mounds AOCs<br />

(formerly the TNRCC), DOE, and TTU. PRP discussions with<br />
TTU and DOE continued. The district prepared for a remedial<br />
investigation (RI) report and feasibility study (FS) for cleanup of<br />
all DoD responsible AOCs. No Military Munitions Response<br />
Program (MMRP) work was performed at this property.<br />
In FY05, USACE submitted a final RI report to regulators for<br />
investigations at nine AOCs and performed additional SIs to fill<br />
data gaps identified during the RI. USACE continued PRP<br />
discussions with TCEQ, TTU, and DOE. Pantex Ordnance<br />
Plant received an updated right-of-entry from TTU for a<br />
two-year permit. USACE initiated preparation of a public<br />
involvement plan (PIP).<br />

USACE conducted additional sampling and prepared an<br />
addendum to the RI to fill data gaps. The PIP for former Pantex<br />
Ordnance Plant was completed. USACE developed and placed<br />
an administrative record in the Amarillo College and Carson<br />
County Public Libraries. The Tulsa District, USACE, transmitted<br />
the <strong>Installation</strong> Response Program (IRP) RI report to the state<br />
regulators.<br />
USACE developed an RI fact sheet, in preparation for public<br />
distribution. TCEQ sent a letter to all PRPs and committed to<br />
scheduling a meeting to establish responsibilities.<br />

USACE revised the MMRP work plan and received regulatory<br />
acceptance of the signed DOE Security Plan Agreement for<br />
fieldwork execution. It also completed the fieldwork for the<br />
MMRP RI. USACE developed the draft RI report and provided<br />
additional requested information to the lead regulatory agency.<br />
Administrative priorities delayed the MMRP fact sheet<br />
development.<br />
