The Navy owned the Old Navy Dump/Manchester Annex from<br />

1919 to 1960. During that time, three areas (a net depot, a fire<br />

training area, and a landfill) were established at the property.<br />

Activities at the property included maintenance, painting,<br />

sandblasting, and storage of steel cable net. The Navy<br />

disposed of domestic waste, wood, and metal waste originating<br />

from the Annex and the Puget Sound Naval Shipyard in a<br />

landfill. Currently, the National Oceanic and Atmospheric<br />

Administration, the National Marine Fisheries Service, an EPA<br />

laboratory, and a portion of Manchester State Park occupy the<br />

property. Preliminary assessments and site inspections<br />

conducted at the property since FY87 identified past releases of<br />

hazardous substances from the three areas. Contaminants,<br />

have been detected in soil at the landfill, at the fire training<br />

area, and in surface water and sediment at the property.<br />

Contaminants of concern include heavy metals, polychlorinated<br />

biphenyls (PCBs), petroleum hydrocarbons, dioxins and furans,<br />

and asbestos. The Manchester Annex work group was<br />

established in FY94. EPA placed the property on the NPL in<br />

May 1994. During FY95, a potential unexploded ordnance area<br />

was identified, but the U.S. Army Corps of Engineers (USACE)<br />

determined that the area was not accessible to the general<br />

public and thus the area was considered for no further action.<br />

The USACE signed an interagency agreement (IAG) in July<br />

1997. In FY04, USACE completed the first 5-year review, which<br />

determined that the remedy continued to be protective.<br />

To date, the Army and regulators have signed one Record of<br />

Decision (ROD). The cleanup progress at the Old Navy<br />

Dump/Manchester Annex for FY02 through FY05 is detailed<br />

below.<br />

In FY02, USACE completed the Phase II remedial action<br />

construction. USACE also initiated long-term management<br />

(LTM) of the landfill cover.<br />

In FY03, USACE completed the institutional control plan.<br />

USACE continued LTM for inspection and maintenance of the<br />

landfill cover.<br />

In FY04, USACE continued LTM for inspection and<br />

maintenance of the landfill cover. USACE also completed the<br />

first 5-year review on the site and identified several areas<br />

where USACE needs to take action. Additionally, USACE<br />

determined that the remedy continued to be protective. USACE<br />

has identified no Military Munitions Response Program (MMRP)<br />

work at this property.<br />

In FY05, USACE conducted the required actions from the<br />

5-year review. The remedy has been functioning as intended.<br />

USACE initiated the shellfish tissue and sediment study to<br />

determine the health of the bivalve population. The study<br />

suggested that the remedy in the ROD is operating properly.<br />

Contamination did not appear to be reducing the bivalve<br />

population.<br />

USACE continued to conduct the compliance monitoring as<br />

required in the ROD. The installation continued to monitor the<br />

landfill for uncontrolled releases and found none. USACE<br />

conducted a clam counting survey to determine if the bivalve<br />

population was sufficient for sampling. The number of<br />

appropriate bivalves was not sufficient to sample. Ongoing<br />

landfill cap maintenance actions were accomplished, including<br />

mowing, gas vent sampling, and drainage system checks.<br />
