Bergstrom Air Force Base (AFB) began operations in 1942,<br />

maintaining troop carrier units. In July 1991, the BRAC<br />

Commission recommended closure of the installation and<br />

retirement of the assigned RF-4 aircraft. The installation closed<br />

in late FY93, and the local redevelopment authority (LRA)<br />

began to convert the installation to a civilian airport. Site types<br />

identified at the base include underground storage tanks<br />

(USTs), landfills, fuel spill areas, a pesticide evaporation pit,<br />

firing ranges, a sludge weathering pit, aboveground storage<br />

tanks (ASTs), oil/water separators, a fire training area, and a<br />

radioactive waste disposal area. Interim remedial actions (RAs)<br />

have included removal of 106 USTs, removal of contaminated<br />

soil and low-level radioactive wastes, and closure of 45 ASTs.<br />

A BRAC Cleanup Team (BCT) and a Restoration Advisory<br />

Board (RAB) were formed in FY94. The RAB was disbanded in<br />

FY97 because of the successful remediation efforts at the<br />

installation. Also in FY97, the latest Environmental Baseline<br />

Survey (EBS) was completed. The installation updated the<br />

community relations plan (CRP) in FY05 and completed the first<br />

5-year review in FY06.<br />

Environmental studies since FY83 have identified 30 CERCLA<br />

sites and 454 RCRA areas of concern (AOCs). To date, 478 out<br />

of a total of 484 sites and AOCs have been designated for no<br />

further action and all 3,197 acres have been transferred to the<br />

LRA. The cleanup progress at Bergstrom AFB for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation submitted a deed certification for Solid<br />

Waste Management Unit (SWMU) 216 to regulatory agencies<br />

for approval. The installation also submitted a finding of<br />

suitability to transfer (FOST) and supplemental EBS (SEBS) for<br />

five sites, and incorporated regulator comments. The<br />

pump-and-treat, air sparging, and soil vapor extraction (SVE)<br />

systems for the trichloroethylene (TCE) groundwater plume<br />

operated throughout the year, which lowered TCE plume levels<br />

from an average of 230 parts per billion (ppb) to an average of<br />

35 ppb. The semiannual long-term monitoring of the combined<br />

Southeast Landfills (LFs) 3 through 7 (56 acres) was completed<br />

and included cutting the grass, repairing erosion as necessary,<br />

and inspecting the RCRA landfill caps to ensure their integrity<br />

was maintained. The BCT met to determine a cleanup strategy<br />

based upon the TCE plume remediation systems results. An<br />

Explosive Ordnance Disposal (EOD) RA project was conducted<br />

to clear 200 anomalies that were identified during the<br />

investigative project. A draft final report for the EOD RA project<br />

was submitted for review and comment.<br />

In FY03, the Air Force began processing the FOST/SEBS for<br />

the SWMU 76 Area 2 TCE plume (SS 032). Operation of the<br />

existing pump-and-treat, air sparging, and SVE remediation<br />

systems continued for the SWMU 76 Area 1 TCE Plume (SS<br />

031). Long-term management (LTM) continued for the<br />

combined Southeast LFs 3 through 7 and documentation was<br />

developed to achieve operating properly and successfully<br />

(OP&S) determinations for the five sites. The EOD area (56<br />

acres) Residential Clearance Certification was submitted to the<br />

Air Force Safety Center for processing, and to the DoD<br />

Explosive Safety Board (DDESB) for their review and approval.<br />

The DDESB safety clearance was approved, allowing for<br />

transfer of the EOD area.<br />

In FY04, the installation transferred 161 acres. The Air Force<br />

produced SEBS, FOST, and deed for the 56-acre EOD area<br />

and the 59-acre SWMU 76 Area 2 TCE plume. Both properties<br />

were transferred to the City of Austin. Bergstrom AFB prepared<br />

FOST and OP&S documents for the combined Southeast LFs 3<br />

through 7 and the SWMU 76 Area 1 TCE Plume. Operation and<br />

maintenance (O&M) and LTM were conducted for the combined<br />

Southeast LFs 3 through 7 and the Area 1 TCE plume. The Air<br />

Force conducted an inventory of Military Munitions Response<br />

Program (MMRP) sites. MMRP sites were identified at this<br />

installation.<br />

In FY05, the installation obtained EPA approval of the FOST<br />

and OP&S documents for the SWMU 76 Area 1 TCE plume<br />

and the combined Southeast LFs 3 through 7. The Air Force<br />

transferred the remaining two parcels (361 acres), and<br />

deactivated the SWMU 76 Area 1 SVE systems. O&M and LTM<br />

for the combined Southeast LFs 3 through 7 and the Area 1<br />

TCE plume continued under a fixed-price remediation contract.<br />

The installation updated the CRP to indicate the status of<br />

remediation efforts and identify ongoing opportunities for<br />

community involvement. The Air Force completed the draft of<br />

the first 5-year review and submitted it for signature. The Air<br />

Force began evaluating requirements at MMRP sites at this<br />

installation.<br />

Bergstrom AFB completed the first 5-year review, which<br />

concluded that all remedies remaining at the base continue to<br />

be protective of human health and the environment. The<br />

installation awarded the annual regional fixed-price contract to<br />

continue O&M and LTM for the combined Southeast LFs 3<br />

through 7, and the SWMU 76 Area 1 TCE plume continued<br />

under a regional fixed-price remediation contract. Bergstrom<br />

AFB deactivated the SWMU 76 air sparge system and collected<br />

quarterly hot spot groundwater samples to demonstrate no<br />

rebound in TCE concentrations as a result of system<br />

deactivation.<br />
