During the 1940s and 1950s, Vint Hill Farms Station served as<br />
a training center for Signal Corps personnel and as a refitting<br />
station for signal units. During FY90, a preliminary assessment<br />
(PA) identified 26 sites, including underground storage tanks<br />
(USTs), landfills, lagoons, storage areas, pit areas, fire training<br />
areas, disposal areas, spill sites, areas with<br />
asbestos-containing materials, lead-based paint areas, and<br />
transformers containing polychlorinated biphenyls (PCBs). Also<br />
in FY90, soil and groundwater sampling revealed petroleum<br />
and solvent contamination. The installation conducted removal<br />
actions for USTs, contaminated soil, and PCB-containing<br />
transformers. In 1993, the BRAC Commission recommended<br />
closure of Vint Hill Farms Station. The installation formed a<br />
Restoration Advisory Board (RAB) in FY95, which adjourned in<br />
FY06. Vint Hills Farm Station officially closed on October 1,<br />
1997. The Army completed a 5-year review of Sites 1 and 39 in<br />
FY05.<br />
Environmental studies following the PA identified a total of 39<br />
sites at Vint Hills Farms Station requiring additional<br />
investigation or cleanup. With the exception of Area Requiring<br />
Environmental Evaluation (AREE) 34, discovered post transfer,<br />
all environmental investigation and remediation is complete.<br />
The Army has transferred the entire 696 acres, including the<br />
final 5.3 acres transferred in FY03. The cleanup progress at<br />
Vint Hill Farms Station for FY02 through FY05 is detailed<br />
below.<br />
In FY02, the Army completed remedial actions (RAs) at three of<br />
the remaining four sites, concluding cleanup of the remaining<br />
nontransferred acres.<br />
In FY03, the Army completed a finding of suitability to transfer<br />
and transferred the remaining 5 acres by deed, completing the<br />
transfer of the entire 696 acres. Investigation of AREE 34<br />
defined a shallow localized area of groundwater contamination,<br />
as well as some contamination in the deep aquifer.<br />
Contamination is upgradient of Production Well #1, which<br />
provides water to the new residents living on the property. Due<br />
to this potential exposure pathway, additional characterization<br />
was required to determine the need for an RA. The Army<br />
completed its Military Munitions Response Program (MMRP)<br />
inventory for this installation. Vint Hill Farms Station had one<br />

site, a pistol range, remediated under the <strong>Installation</strong><br />
Restoration Program (IRP).<br />
In FY04, the Army performed the final sampling of Site 20<br />
(former Army/Air Force gas station) and received a no further<br />
action letter from the regulators. Environmental regulators<br />
reduced the Site 1 quarterly sampling to annual sampling and<br />
decreased the list of analytes required. The installation<br />
completed the remedial investigation of AREE 34 and used<br />
sensing technology and EPA's Triad approach to determine the<br />
extent of contamination. The installation completed the<br />
feasibility study and proposed plan for AREE 34. The<br />
installation held a public meeting to present the proposed<br />
remedy (monitored natural attenuation and land use controls)<br />
for AREE 34.<br />
In FY05, the Army completed a 5-year review of Sites 1 and 39.<br />
All institutional controls were successfully maintained. The<br />
Army conducted annual sampling at Site 1 with results<br />
consistent with past sampling events.<br />

Vint Hill Farms Station and the Virginia Department of<br />
Environmental Quality signed a decision document and began<br />
the remedy process for AREE 34 requiring hot spot removal<br />
and long-term management. The installation awarded a<br />
performance-based contract for in situ treatment and began<br />
fieldwork. The Army conducted annual sampling at Site 1. The<br />
cost of completing environmental restoration has changed<br />
significantly due to technical issues.<br />
