Ellsworth Air Force Base (AFB) maintains a combat-ready force<br />

capable of executing long-range bombardment operations. The<br />

base was placed on the NPL in August 1990 and signed a<br />

federal facility agreement (FFA) in January 1992. Site types<br />

include landfills, underground storage tanks, maintenance<br />

areas, a fire training area, and a low-level radioactive waste<br />

burial site. Groundwater and soil contamination resulted from<br />

releases of trichloroethylene (TCE) and petroleum/oil/lubricants<br />

(POLs) at these sites. In FY95, the base formed a Restoration<br />

Advisory Board. In FY00, a 5-year review was completed for 13<br />

sites and in FY05, a second 5-year review was completed, both<br />

concluding that all sites were protective of human health and<br />

the environment.<br />

Fifteen sites were initially documented as having potential<br />

environmental impacts relating to past use. Follow on<br />

investigations and research documented others, bringing the<br />

total to 21. Sites at the installation were grouped into 12<br />

operable units (OUs). To date, Records of Decision have been<br />

signed for OUs 1 through 10 and OU 12. The cleanup progress<br />

at Ellsworth AFB for FY02 through FY05 is detailed below.<br />

In FY02, the installation continued the remedial investigation<br />

(RI) and started interim remedial action (RA) free product<br />

removal at Site RW 27. Long-term management (LTM) and<br />

RA-operations (RA-O) continued at OU 11 and other selected<br />

sites. The installation continued the RI and feasibility study (FS)<br />

for Site OT 18 and continued repairs to Landfill (LF) 05.<br />

In FY03, the Air Force completed repairs at LF 05, continued<br />

the RI/FS for Site OT 18, and removed free product at Site RW<br />

27. RA-O and LTM continued at selected sites. Additional data<br />

was collected for the expanded RI/FS for Site RW 27.<br />

In FY04, the installation completed the RI/FS for Site OT 18.<br />

For Site RW 27, the installation also completed the expanded<br />

RI and started the FS. In addition, Ellsworth AFB continued<br />

RA-O and LTM at selected sites. The preliminary assessment<br />

(PA) was no longer required, as the area previously identified<br />

by Air Force contractors as a Military Munitions Response<br />

Program (MMRP) area of concern was subsequently<br />

determined to be an explosives ordnance disposal site closed<br />

under the Environmental Restoration Program in FY97.<br />

In FY05, Ellsworth AFB added information and reformatted data<br />

into a substantially expanded PA/site investigation for Site RW<br />

27, and continued RA-O and LTM at selected sites. The<br />

installation initiated a study of reductive biodechlorination and a<br />

study of impacts on substandard utilities and groundwater flow.<br />

Ellsworth AFB completed a second 5-year review. Additionally,<br />

Ellsworth AFB awarded a performance-based restoration<br />

project covering the closure of 13 <strong>Installation</strong> Restoration<br />

Program (IRP) sites by 2011. The installation conducted<br />

outreach in support of the Badlands Bombing Range cleanup<br />

(Site OT 18). The Air Force updated its MMRP inventory. No<br />

MMRP sites were identified at this installation during the<br />

inventory development.<br />

Ellsworth AFB continued RA-O and LTM at selected sites. The<br />

installation initiated several reductive biodechlorination<br />

treatability studies at OU 04 and Site OT 20. The installation<br />

also initiated a data gaps investigation related to basewide<br />

groundwater at Site OT 20. The installation conducted outreach<br />

in support of the Badlands Bombing Range cleanup (Site OT<br />

18). The cost of completing environmental restoration has<br />

changed significantly due to changes in estimating criteria.<br />

Administrative issues delayed finalization of the expanded<br />

RI/FS report for Site RW 27.<br />
