Fike-Artel Chemical is part of a 16,000-acre former government<br />
plant (Powder Plant "C") that manufactured smokeless powder.<br />
Environmental restoration sites were grouped into five operable<br />
units (OUs): disposal of storage tank and drum contents (OU<br />
1); decontamination and disposal of storage tanks, surface<br />
drums, and aboveground structures (OU 2); removal of buried<br />
drums (OU 3); remedial investigation (RI) and feasibility study<br />
of groundwater and soil (OU 4); and RI of the cooperative<br />
sewage treatment (CST) plant (OU 5). EPA placed the property<br />
on the NPL in 1983. EPA and the West Virginia Department of<br />
Environmental Protection conducted a 5-year review in FY02.<br />
The Army approved a Military Munitions Response Program<br />
(MMRP) project in FY96. The cleanup progress at Fike-Artel<br />
Chemical for FY02 through FY05 is detailed below.<br />
In FY02, the potentially responsible parties (PRPs) provided<br />
their written election to perform the Record of Decision soils<br />
groundwater remedies. The PRPs and EPA began to address<br />
the relevant technical details through the preparation of a plan<br />
for delineating the extent of the groundwater plume. The PRPs<br />
submitted that plan for EPA approval. EPA approved the OU 4<br />
and OU 5 soils remedial design (RD) submittal. The<br />
groundwater pre-RD work plan, and sampling and analysis plan<br />
were submitted for approval. The operation of the stormwater<br />
pretreatment system continued. EPA and the West Virginia<br />
Department of Environmental Protection conducted the 5-year<br />
review inspection. The U.S. Army Corps of Engineers (USACE)<br />
completed a draft archive search report (ASR) for the entire<br />
16,000-acre former government plant.<br />
In FY03, USACE completed the soils remedy at the CST Plant,<br />
which was leased by the local redevelopment authority as a<br />
truck terminal. EPA approved the groundwater pre-RD<br />
investigation work plan,and the sampling and analysis plan.<br />
In FY04, work began for the complex groundwater RD. The<br />
PRPs began the work plan for the WWI sewer lines, and<br />
included a video inspection of the 66-inch sewer line. In<br />
addition, the soil remedy was completed for OU 4 and the CST<br />
plant. USACE also completed the ASR after it received no<br />
additional comments.<br />

In FY05, the operations and maintenance (O&M) for OU 4 and<br />
the CST plant continued. USACE continued the groundwater<br />
component of the RD. RD efforts discovered new information<br />
with respect to groundwater flow, requiring an increase in the<br />
RD effort and removal action remedy.<br />

USACE initiated a remedial action work plan for groundwater.<br />
The OU 4 and CST plant O&M, and the RD for groundwater<br />
work continued. USACE completed the 66-inch and 12-inch<br />
sewer line investigations. EPA approved a schedule change<br />
and moved the remedy start date to FY06.<br />
