Tyndall Field was activated in 1941 as the Flexible Gunnery<br />
School of the U.S. Army Air Corps. The installation became<br />
Tyndall Air Force Base (AFB) in 1947. The current mission is<br />
F-15 Eagle and F/A-22 Raptor fighter training under the 325<br />
Fighter Wing. EPA placed the installation on the NPL in April<br />
1997. In 2005, the BRAC Commission recommended Tyndall<br />
AFB for realignment. The primary site responsible for the<br />
base's inclusion on the NPL, OT 029 Shoal Point Bayou, has<br />
DDT contamination in the bayou sediments. Tyndall AFB is<br />
involved in a Florida partnering initiative with EPA, the State,<br />
and natural resource trustees serving as the installation's<br />
technical review committee (TRC). In FY94, FY97, FY00, and<br />
FY03, there were efforts to establish a Restoration Advisory<br />
Board, but public response indicated there was no need. The<br />
TRC includes community members providing public input into<br />
the restoration process.<br />
Environmental studies, beginning in FY81, have identified 38<br />
Environmental Restoration account sites under the <strong>Installation</strong><br />
Restoration Program (IRP). The cleanup progress at Tyndall<br />
AFB for FY02 through FY05 is detailed below.<br />
In FY02, the installation finalized remedial investigations (RIs)<br />
and feasibility studies (FSs) for Sites Landfill (LF) 006, LF 007,<br />
and FT 017. An RI was also finalized for SS 026. Sites LF 002,<br />
OT 004, LF 009, LF 010, LF 012, OT 024, and OT 025 received<br />
no further remedial action planned (NFRAP) regulatory<br />
concurrence. The RI/baseline risk assessment (BRA) was<br />
completed for Site SS 026 and a draft RI/BRA was completed<br />
for Site OT 029. Several additional members were added to the<br />
TRC to increase public input.<br />
In FY03, the installation began source removal pilot projects at<br />
Petroleum Sites SS 015 and FT 023. Remedial action (RA)<br />
began at Site FT 016. The installation developed a final<br />
proposed plan and a draft Record of Decision (ROD) for Sites<br />
LF 006, LF 007, FT 017, and SS 026. The Air Force conducted<br />
an innovative environmental assessment at an off-site location<br />
(OT 018) using the Triad approach.<br />
In FY04, the Air Force began developing and implementing<br />
performance-based changes to the IRP program. Tyndall AFB<br />
awarded three contracts covering seven sites resulting in cost<br />

avoidances over $6.16 million. Performance-based contractors<br />
initiated 5-year contracts to address RA design and<br />
implementation for seven sites (Sites LF 006, LF 007, SS 015,<br />
FT 017, SS 019, FT 023, and SS 026). The RI/BRA was<br />
finalized and post-RI and FS work began at Site OT 029.<br />
In FY05, Tyndall AFB received NFRAP concurrence for three<br />
sites (Sites LF 001, LF 003, and SS 014) and completed draft<br />
RI studies recommending NFRAP for two additional sites (Sites<br />
LF 005 and OT 037). The installation also submitted three sites<br />
(Sites LF 001, LF 003, and SS 014) for NFRAP regulatory<br />
concurrence. The Air Force began the preliminary assessments<br />
(PAs) for all identified Military Munitions Response Program<br />
(MMRP) sites.<br />

Tyndall AFB implemented the proposed remedies in place<br />
(RIPs) at Sites LF 006, LF 007, FT 017, and SS 026 to reduce<br />
exposure risks with concurrence from EPA and the State.<br />
Tyndall AFB performed RIPs at Sites SS 015, SS 019, and FT<br />
023, and investigated and closed one area of concern (AOC<br />
006). The installation converted a second AOC to a site (FR<br />
038) and awarded the RI/FS to complete the investigation and<br />
identify remedial options. The Air Force awarded a<br />
performance-based contract to complete remedy selection and<br />
implementation or site closure for all remaining active sites,<br />
except FR 038. The cost of completing environmental<br />
restoration has changed significantly due to changes in<br />
estimating criteria.<br />
Regulatory issues delayed submittal of a performance-based<br />
interagency agreement (IAG).<br />

The Air Force continued the PAs at all identified sites. Cost<br />
estimates were updated and the initial Munitions Response Site<br />
Prioritization Protocol rating for each MMRP site was<br />
developed. The Air Force also began site inspections (SIs).<br />
