Loring Air Force Base (AFB) was established in 1952 to support<br />

B-52 bombers and KC-135 tankers. Environmental studies<br />

began at the base in FY84. EPA placed the installation on the<br />

NPL in February 1990 and the Air Force signed a federal facility<br />

agreement (FFA) in April 1991, which was revised in 1994. In<br />

July 1991, the BRAC Commission recommended closure of the<br />

base. The flightline and nose dock areas, where industrial<br />

shops and maintenance hangars were located, are the primary<br />

areas where wastes were released into soil and groundwater.<br />

Sites identified include spill areas, landfills, fire training areas,<br />

underground storage tanks, aboveground storage tanks, and<br />

low-level radioactive waste areas. Interim remedial actions<br />

(RAs) were initiated in FY93 and included removal of free<br />

product at three sites, source removal at two sites, and<br />

treatability studies of bioventing and solvent extraction. In<br />

FY94, an Environmental Baseline Survey was completed. The<br />

installation formed both a BRAC cleanup team (BCT) and a<br />

Restoration Advisory Board (RAB) in FY94. In FY98, the BCT<br />

updated and published the BRAC cleanup plan. Five-year<br />

reviews were completed in FY00 and FY05.<br />

Sites at Loring AFB are grouped into 13 operable units. To<br />

date, 12 Records of Decision have been signed, with the last 2<br />

signed in FY99. The Air Force has transferred all property to<br />

the Loring Development Authority (LDA). The cleanup progress<br />

at Loring AFB for FY02 through FY05 is detailed below.<br />

In FY02, the installation drafted a cleanup plan for<br />

Mattawamkeag pump station and submitted it to the Maine<br />

Department of Environmental Protection (DEP). The installation<br />

developed an action plan for recently identified polychlorinated<br />

biphenyl (PCB) contamination near the east branch of<br />

Greenlaw Brook. The installation provided support to the State<br />

and EPA for their pilot study at the former quarry. Groundwater<br />

monitoring and the operation of soil cleanup systems continued.<br />

Several systems were optimized based on reviews of FY01<br />

progress.<br />

In FY03, the installation submitted the institutional control<br />

management plan and received comments from the Maine<br />

DEP. Groundwater monitoring and soil cleanup systems<br />

operations continued. A finding of suitability to transfer (FOST)<br />

was coordinated for the 200-mile pipeline from Loring AFB to<br />

Searsport.<br />

In FY04, the installation completed the operating properly and<br />

successfully determinations with EPA concurrence for all sites<br />

at Loring AFB. Treatment systems for soil cleanups continued<br />

to make progress towards remedial goals, and groundwater<br />

monitoring remedies remained protective of human health and<br />

the environment. The installation submitted property transfer<br />

documents for concurrence. The Air Force conducted an<br />

inventory of Military Munitions Response Program (MMRP)<br />

sites. MMRP sites were identified at this installation.<br />

In FY05, the installation completed the FOST for all remaining<br />

property, which was transferred to the LDA. Operations and<br />

monitoring continued for all remaining cleanup systems. The<br />

installation completed the second 5-year review. RAB and BCT<br />

activities continued. The Air Force began evaluating<br />

requirements at MMRP sites at this installation.<br />

The installation completed the RA at the Base Laundry. The Air<br />

Force continued to operate, monitor, and optimize remedies<br />

across the installation. The cost of completing environmental<br />

restoration has changed significantly due to technical issues<br />

and changes in estimating criteria.<br />

The installation initiated the Fuel Tank Farm RA by excavating<br />

and land farming approximating 20,000 cubic yards of soil;<br />

however, scheduling issues delayed completion. Future 5-year<br />

review requirements prevented the closure of the Base Laundry<br />

site.<br />

The Air Force completed explosives safety certification at all<br />

identified sites and continues to evaluate appropriate<br />

administrative requirements.<br />
