In December 1988, the BRAC Commission recommended<br />
closure of the Lexington Facility, Lexington-Bluegrass Army<br />
Depot (LBAD). The Army performed a RCRA facility<br />
investigation (RFI) from October 1991 to February 1993 and<br />
remediated affected areas under an April 1994 RCRA<br />
corrective action order. In FY94, the installation formed a BRAC<br />
cleanup team. The Army leased the installation to the<br />
Commonwealth of Kentucky in FY94 and the installation closed<br />
as scheduled in FY95. For transfer, the Army divided LBAD into<br />
two parcels: the 211-acre public benefit conveyance and the<br />
564-acre economic development conveyance (EDC). Past<br />
studies at LBAD identified 64 sites that required further<br />
investigation at the installation. A RCRA facility assessment<br />
identified 30 solid waste management units (SWMUs) and 2<br />
areas of concern (AOCs). Site types include: landfills (new, old,<br />
and industrial and sanitary waste disposal), industrial waste<br />
lagoons, industrial wastewater treatment plants, and<br />
groundwater. EPA and the Kentucky Department of<br />
Environmental Protection (KDEP) concurred on the Phase I RFI<br />
and corrective measures study (CMS) documents in FY97 by<br />
moving 16 of the unresolved SWMUs and AOCs, including<br />
groundwater, into Phase II RFI for further evaluation. Sampling<br />
data from the initial phase of the RFI showed contaminated<br />
groundwater, soil, and sediment at 29 sites. In FY98, LBAD<br />
established a Restoration Advisory Board. The installation<br />
completed version III of the BRAC cleanup plan in FY99. In<br />
FY01, the Army completed the Phase IIB transfer of five<br />
buildings and railroad infrastructure without underlying land to<br />
the Commonwealth of Kentucky.<br />
The cleanup progress at LBAD for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the Army excavated the Defense Reutilization and<br />
Marketing Office storage yard pavement due to polychlorinated<br />
biphenyl (PCB) contamination. LBAD and KDEP agreed on a<br />
sitewide arsenic resolution. The Army prepared a draft finding<br />
of suitability to transfer for the public benefit conveyance to be<br />
transferred for recreational purposes and submitted it to KDEP<br />
and EPA for preliminary review. The Army completed an<br />
inventory of closed, transferred, and transferring ranges and<br />
sites with unexploded ordnance, discarded military munitions,<br />

Program (MMRP) sites were identified at this installation.<br />
In FY03, the Army completed the groundwater conceptual<br />
model for the public benefit conveyance and EDC. The<br />
installation completed statements of basis with state approval<br />
for six sites.<br />
In FY04, the installation submitted the final Phase II RFI/CMS<br />
for soils and groundwater and the groundwater CMS to EPA<br />
and KDEP. The installation submitted the deed of transfer for<br />
the public benefit conveyance to the Commonwealth of<br />
Kentucky. The installation submitted the final land use control<br />
(LUC)/corrective measures implemetation plan to regulators.<br />
The Army, the University of Kentucky, KDEP, and EPA<br />
collaborated to resolve risk issues concerning the presence of<br />
arsenic in surface soils.<br />
In FY05, the installation completed well abandonment and the<br />
final Phase II RFI/CMS resulting in a signed agreement order<br />
between the Army and KDEP incorporating post-transfer LUC<br />
restrictions. A public comment period on all interim remedial<br />
actions conducted over several years at LBAD was completed<br />
and KDEP approved the interim actions as completed final<br />
actions.<br />

LBAD completed and submitted the environmental covenant<br />
and LUCs between the Army and KDEP. The installation also<br />
submitted the draft EDC and public benefit conveyance deed<br />
for transfer to the Commonwealth of Kentucky for review. The<br />
Army continued groundwater and landfill monitoring, and<br />
identifed final monitoring requirements.<br />
Administrative issues delayed submission of the final deed for<br />
transfer of the EDC to the Commonwealth of Kentucky.<br />
