<strong>de</strong>stinadas a mejorar <strong>la</strong> infraestructura, agregarán el beneficio <strong>de</strong> ofrecer oportunida<strong>de</strong>s<br />

<strong>de</strong>scentralizadas para obtener ingresos.<br />

El factor más importante que por sí solo es necesario para compensar el <strong>de</strong>sequilibrio<br />

entre los estándares <strong>de</strong> vida en <strong>la</strong> ciudad y en el campo es <strong>la</strong> voluntad política<br />

para equilibrar el <strong>de</strong>sarrollo rural-urbano. Únicamente con un compromiso <strong>de</strong> esta<br />

naturaleza, una sociedad rural-urbana tendrá éxito para darle empleo productivo<br />

permanente a <strong>la</strong> gente <strong>de</strong> <strong>la</strong>s al<strong>de</strong>as, reducir <strong>la</strong> tasa <strong>de</strong> crecimiento urbano y aliviar <strong>la</strong><br />

pobreza severa en los sectores rural y urbano.<br />
