Article 4.<br />

Toute station publique de t~ldgraphie sans<br />

fil 6tablie ou h 6tablir, avec l'autorisation ou par<br />

les soins du Gouvernement norv~gien, dans les<br />

rdgions vis6es h l'article 1 er, devra toujours 6tre<br />

ouverte sur un pied de parfaite 6galit6 aux<br />

communications des navires de tous pavilions<br />

et des ressortissants des Hautes Parties contractantes<br />

dans les conditions pr~vues par la<br />

Convention radio-t6ldgraphique du 5 juillet 1912<br />

ou de la Convention internationale qui serait<br />

conclue pour 6tre substitute h celle-ci.<br />

Sous rdserve des obligations intemationales<br />

r~sultant d'un 6tat de guerre, les propri~taires<br />

d'un bien-fonds pourront toujours 6tablir et<br />

utiliser pour leurs propres affaires des installations<br />

de t~l~graphie sans fil qui auront la<br />

libert6 de communiquer pour affaires privies<br />

avec des stations fixes ou mobiles, y compris<br />

les stations 6tablies sur les navires et les a~ronefs.<br />

Article 5.<br />

Les Hautes Parties Contractantes reconnaissent<br />

l'utiit6 d'6tablir dans les r6gions visdes<br />

h l'article ier une station internationale de<br />

m~t~orologie, dont l'organisation fera l'objet<br />

d'une Convention ult~rieure.<br />

I1 sera pourvu 6galement, par voie de convention,<br />

aux conditions dans lesquelles les recherches<br />

d'ordre scientifique pourront 6tre effectu~es<br />

dans lesdites r~gions.<br />

Article 6.<br />

Sous rdserve des dispositions du pr6sent<br />

article, les droits acquis appartenant aux<br />

ressortissants des Hautes Parties Contractantes<br />

seront reconnus valables.<br />

Les reclamations relativement aux droits<br />

rdsultant de prises de possession ou d'occupation<br />

ant~rieures h la signature du pr6sent<br />

Trait6 seront r~gl~es d'apr~s les dispositions de<br />

l'Annexe ci-jointe, qui aura mme force et<br />

valeur que le present Trait6.<br />

Contracting Power (including Norway) or to<br />

any other destination.<br />

Article 4.<br />

All public wireless telegraphy stations established<br />

or to be established by or with the<br />

authorisation of, the Norwegian Government<br />

within the territories referred to in Article<br />

i shall always be open on a footing of absolute<br />

equality to communications from ships of all<br />

flags and from nationals of the High Contracting<br />

Parties, under the conditions laid down<br />

in the Wireless Telegraphy Convention of July<br />

5th, 1912, or in the subsequent International<br />

Convention which may be concluded to replace<br />

it.<br />

Subject to international obligations arising<br />

out of a state of war, owners of landed property<br />

shall always be at liberty to establish<br />

and use for their own purposes wireless telegraphy<br />

installations, which shall be free to<br />

communicate on private business with fixed<br />

or moving wireless stations, including those on<br />

board ships and aircraft.<br />

Article 5.<br />

The High Contracting Parties recognise the<br />

utility of establishing an international meteorological<br />

station in the territories specified in<br />

Article i, the organisation of which shall form<br />

the subject of a subsequent Convention.<br />

Conventions shall also be concluded laying<br />

down the conditions under which scientific<br />

investigations may be conducted in the said<br />

territories.<br />

Article 6.<br />

Subject to the provisions of the present Article,<br />

acquired rights of nationals of the High Contracting<br />

Parties shall be recognised.<br />

Claims arising from taking possession or<br />

from occupation of land before the signature<br />

of the present <strong>Treaty</strong> shall be dealt with in<br />

accordance with the Annex hereto, which will<br />

have the same force and effect as the present<br />

<strong>Treaty</strong>.
