Article 4.<br />

Les civils et les r~fugids d~clar~s de nationalit6<br />

latvienne, d'apr~s les lois existantes, et vivant<br />

actuellement sur territoire allemand, auront le<br />

droit de retourner en Latvie. Toutefois, dans<br />

chaque cas individuel l'autorisation du Gouvernement<br />

Latvien devra tre obtenue par la<br />

personne ddsirant retourner en Latvie.<br />

Article 5.<br />

Le transport sera effectua de prdfdrence par<br />

mer, de Stettin h Riga, et vice versa. Dans<br />

chaque cas, il appartiendra h l'Etat d~tenteur<br />

de pourvoir aux moyens de transport jusqu'aux<br />

ports d'embarquement des prisonniers qu'il<br />

d~tenait.<br />

L'Etat d~tenteur pourvoira, au cours du<br />

rapatriement, et jusqu'au port de d~barquement,<br />

h la nourriture des prisonniers.<br />

Article 6.<br />

Les parties contractantes rendront publique<br />

la conclusion de cet Arrangement, dans leurs<br />

pays respectifs, et demanderont aux personnes<br />

int~ress6es de se presenter elles-m~mes pour<br />

ftre transport~es.<br />

Article 7.<br />

Les Parties contractantes enverront des PI&nipotentiaires<br />

sp~ciaux qui, de concert avec le<br />

Gouvernement de chaque Etat, et s'il est possible<br />

sous la direction d'un reprdsentant de la<br />

Croix-Rouge Internationale, r~gleront les questions<br />

soulevdes par le transport des prisonniers<br />

et prendront toutes les mesures utiles h cet<br />

effet.<br />

Article k.<br />

Nul prisonnier de guerre ou civil ne pourra<br />

ftre retenu pour raison d'enqute au sujet<br />

d'infractions h la discipline ou de crimes et<br />

offenses politiques. Par contre, pourront tre<br />

retenues les personnes ddsigndes pour le rapatriement<br />

qui tomberont sous le coup d'enqu~te<br />

ou de condamnation pour des dlits non politiques<br />

jusqu'b1 expiration de la peine, ou jusqu'h<br />

ce qu'une entente soit intervenue entre<br />

les parties contractantes.<br />

Article 4.<br />

Civilians and refugees, who are entitled to<br />

Latvian nationality under the existing laws,<br />

and are at present living in German territory,<br />

shall have the right to return to Latvia, but<br />

in every individual case the permissi9n of the<br />

Latvian Government must be obtained by the<br />

person desirous of returning.<br />

Article 5.<br />

Transportation shall be provided, preferably<br />

by sea, from Stettin to Riga and vice-versa.<br />

In each case, the State whose prisoners they<br />

are, shall provide means of transport to the<br />

Ports for the persons to be repatriated.<br />

The States whose prisoners they are shall<br />

provide for the feeding of the prisoners in course<br />

of repatriation until they reach a port in their<br />

own country.<br />

Article 6.<br />

The contracting parties undertake to make<br />

known the conclusion of this Agreement in<br />

their respective countries and to notify the<br />

persons concerned to present themselves for<br />

repatriation.<br />

Article 7.<br />

The contracting parties shall depute special<br />

plenipotentiaries who, acting in concert with<br />

the Government of the other State, and if<br />

possible under direction of a representative of<br />

the International Red Cross, shall settle all<br />

questions arising out of the transportation and<br />

take such measures as may be necessary.<br />

Article 8.<br />

No military or civilian prison er -hall )t<br />

detained on account of investigations with regard<br />

to infractions of discipline or for political<br />

crimes or offences ; on the other hand, persons<br />

entitled to repatriation may be detained<br />

on account of investigation into, or condemnation<br />

for, ordinary misdemeanours, until<br />

they shall have completed any punishment to<br />

which they may have been sentenced, or until<br />

some further understanding shall have been<br />

arrived at between the contracting parties.
