Each contracting Party shall select one or more aerodromes within its territory which must<br />

be used by aircraft proceeding to or coming from the other country.<br />

Each Party shall send to the other a list of the aerodromes selected in accordance with the<br />

above. It may at any time amend or increase this list, provided that notification is given to the<br />

other Party fifteen days beforehand.<br />

Article 13.<br />

Aircraft may not effect a landing before having touched at one of the aerodromes selected in<br />

accordance with Article 12.<br />

In cases of forced landing outside these aerodromes, the pilot must forthwith notify the nearest<br />

local authorities and will be responsible that the crew and passengers do not leave, and that no<br />

parts of the aircraft or its fittings or anything which it may be carrying are removed, until after<br />

the arrival of such authorities.<br />

Article 14.<br />

All aircraft, crews and passengers and all air-traffic undertakings shall be subject to the legal<br />

obligations entailed by the laws of the State in which they may be situated, in particular to customs,<br />

revenue and public safety regulations. They shall also comply with all air navigation regulations<br />

in force in the State in question.<br />

Permits, certificates and licences, issued to aircraft and to the members of crews in respect of<br />

air-navigation in one of the contracting States, shall have the same validity in the other State as<br />

the equivalent documents issued for the same purposes by the latter.<br />

Each of the contracting Parties shall be entitled to refuse to recognise as valid, for flight within<br />

and over its own territory, flying certificates and licences issued to its nationals by the other contracting<br />

Party.<br />

Article 15.<br />

Dropping of ballast other than fine sand or water from an aircraft in flight is prohibited.<br />

Article 16.<br />

Nothing whatever may be thrown or dropped from an aircraft in flight except ballast. There<br />

shall be no exception to this rule except in cases where a special permit has been granted to this<br />

effect.<br />

As regards mails, the special provisions provided for in Article 8 remain reserved.<br />

Article 17.<br />

The contracting Parties will communicate reciprocally the rules and regulations governing<br />

aerial navigation over their territory.<br />

Article 18.<br />

No military aircraft of either of the States may pass over the territory of the other without<br />

special permission from the latter. Except as otherwise provided by such special permission, the<br />

provisions of the present agreement shall be applicable.<br />

Article 19.<br />

The present agreement shall be ratified and the exchange of ratifications shal take place<br />

at Berne as soon as possible. It shall co me in force from the da@ on which the exchange of ratifi.
