reunie par le Gouvernement norv~gien et
devra statuer dans un d6lai de trois mois
k dater de sa rdunion. Ses d~cisions seront
prises h la majorit6 des voix.
Article 9.
Sous reserve des droits et devoirs pouvant
rdsulter pour la Norv~ge de son adhesion h la
Soci~t6 des Nations, la Norv~ge s'engage h ne
crier et h ne laisser s'6tablir aucune base
navale dans les r6gions visdes h l'article Ier,
h ne construire aucune fortification dans lesdites
regions, qui ne devront jamais 6tre utilisdes
dans un but de guerre.
Article io.
En attendant que la reconnaissance par les
Hautes Parties contractantes d'un gouvernement
russe permette h la Russie d'adhdrer au
present Trait6, les nationaux et socidtds russes
Jouiront des mgmes droits que les ressortissants
des Hautes Parties Contractantes.
Les r6clamations qu'ils auraient h faire valoir
dans les r6gions vis6es k l'article Ier seront pr6sentres,
dans les conditions stipuldes par l'article
6 et l'Annexe du present Trait6, par les
soins du gouvernement Danois, qui consent
h prgter, dans ce but, ses bons offices.
Le PRtESENT TRAITI, dont les textes
franqais et anglais feront foi, sera ratifi6.
Le d6p6t des ratifications sera effectu6 h
Paris, le plus t6t qu'il sera possible.
Les Puissances dont le Gouvernement a son
si~ge hors d'Europe auront la facult6 de se
borner h faire connaitre au Gouvernement de
la Rdpublique franqaise, par leur reprdsentant
diplomatique h Paris, que leur ratification a
6t6 donnde et, dans ce cas, elles devront en
transmettre l'instrument aussit6t que faire se
pourra.
Le pr6sent Trait6 entrera en vigueur, en ce
qui concerne les stipulations de l'article 8,
ds qu'il aura W ratifi6 par chacune des Puissances
signataires, et, h tous autres 6gards, en
mfme temps que le rdgime minier prdvu au dit
article.
Les tierces Puissances seront invitdes par le
Commission composed of one representative of
each of the said Powers. This Commission shall
meet at the invitation of the Norwegian Government
and shall come to a decision within
a period of three months from the date of its
first meeting. Its decisions shall be taken by a
majority.
Article 9.
Subject to the rights and duties resulting
from the admission of Norway to the League
of Nations, Norway undertakes not to create
nor to allow the establishment of any naval
base in the territories specified in Article I
and not to construct any fortification in the
said territories, which may never be used for
warlike purposes.
Article io.
Until the recognition by the High Contracting
Parties of a Russian Government shall
permit Russia to adhere to the present Treaty,
Russian nationals and companies shall enjoy
the same rights as nationals of the High Contracting
Parties.
Claims in the territories specified in Article i
which they may have to put forward shall be
presented under the conditions laid down in
the present Treaty (Article 6 and Annex)
through the intermediary of the Danish Government,
who declare their willingness to
lend their good offices for this purpose.
The PRESENT TREATY, of which the
French and English texts are both authentic,
shall be ratified.
Ratifications shall be deposited at Paris as
soon as possible.
Powers of which the seat of the Government
is outside Europe may confine their action
to informing the Government of the French
Republic, through their diplomatic representative
at Paris, that their ratification has been
given, and in this case they shall transmit the
instrument as soon as possible.
The present Treaty will come into force,
in so far as the stipulations of Article 8 are
concerned, from the date of its ratification
by all the signatory Powers; and in all other
respects on the same date as the mining
regulations provided for in that Article.
