WALK, MARCH 22, 1920.<br />

Convention made between representatives<br />

of the Esthonian and Latvian Governments<br />

at a meeting held in Walk on March 22, under<br />

the chairmanship of Mr. TALLENTS, the British<br />

Commissioner.<br />

(This Convention was ratified by the Esthonian<br />

Constituent Assembly and by the National<br />

Council of Latvia and on its base has been fixed<br />

the frontier-line between Latvia and Esthonia.)<br />

(i) Both Governments agree to entrust the<br />

final determination of the frontier between<br />

their territories and the settlement of any<br />

questions arising directly out of that determination<br />

to a joint Commission consisting of two<br />

members appointed by each Government together<br />

with a chairman who shall be the British<br />

Commissioner or, if he is unable to act, a<br />

British subject mutually agreed upon by both<br />

parties.<br />

(2) This Commission shall also be the<br />

Commission to determine any questions arising<br />

out of the application of paragraph 7 of the<br />

agreement made between the two Governments<br />

on July 2Ist, 1919.<br />

(3) So far as possible all questions to be<br />

determined by this Commission under this<br />

Convention, shall be settled by agreement<br />

between the representatives of the two countries<br />

; but in default of agreement upon any<br />

point the decision of the chairman shall be<br />

final and will be loyally accepted by both<br />

Governments.<br />

Convention conclue entre les repr~sentants<br />

des Gouvernements de l'Esthonie et de la<br />

Latvie h leur r~union h Walk, le 22 mars,<br />

sous la pr~sidence de M. TALLENTS, Commissaire<br />

britannique.<br />

(Cette Convention a 6ti rati/ide par IAssemblie<br />

constituante de l'Esthonie et par le Conseil<br />

National de la Latvie, et c'est par application<br />

de ses clauses qu'a R6 /ixie la ligne frontire<br />

entre la Latvie et l'Esthonie.)<br />

io Les deux Gouvernements sont d'accord<br />

pour confier la ddtermination finale de la<br />

fronti~re entre leurs territoires, et le r~glement<br />

de toute question se greffant sur cette ddtermination<br />

deux membres nomm~s par chaque Gouvernement,<br />

et d'un Prdsident qui sera le Commissaire<br />

britannique on, en son absence, un sujet britannique<br />

sur le nom duquel les deux Parties se<br />

seront mises d'accord.<br />

20 Cette Commission sera 6galement charg~e<br />

de r~gler toutes les questions qui pourraient tre<br />

soulev~es an sujet de l'application du paragraphe<br />

7 de la Convention, conclue entre les<br />

deux Gouvernements, le 21 juillet 1919.<br />

30 Autant que possible, toutes les questions<br />

h r6gler par cette Commission, d'apr~s la prsente<br />

Convention, seront r~solues par vole<br />

d'accord entre les Reprdsentants des deux<br />

pays ;i d~faut d'accord sur un point quelconque,<br />

la decision du President sera d~finitive<br />

et sera loyalement acceptde par les deux Gouvernements.<br />
