BY THE PRESIDENT OF THE UNITED
STATES OF AMERICA.
A PROCLAMATION.
Whereas, it is provided by the Act of Congress
of March, 4 1909, entitled " An Act to amend
and consolidate the Acts respecting copyright ",
that the benefits of said Acts shall extend to the
work of an author or proprietor who is a citizen
or subject of a foreign state or nation, only
upon certain conditions set forth in Section 8
of said Act, to-wit :
(a) When an alien author or proprietor
shall be domiciled within the United States
at the time of the first publication of his
work ; or
(b) When the foreign state or nation of
which such author or proprietor is a citizen
or subject grants either by treaty, convention,
agreement, or law, to citizens of the United
States the benefit of copyright on substantially
the same basis as to its own citizens, or copyright
protection substantially equal to the
protection secured to such foreign author under
this Act or by treaty; or when such foreign
state or nation is a party to an international
agreement which provides for reciprocity in
the granting of copyright, by the terms of
which agreement the United States may, at
its pleasure, become a party thereto ;
And, Whereas, it is also provided by said
Section that " The existence of the reciprocal
conditions aforesaid shall be determined by
the President of the United States, by proclamation
made from time to time, as the purposes
of this act may require ; "
And, Whereas, the King of Sweden has
declared, under authority of law, that on and
after February I, 192o, citizens of the United
States shall be entitled to all the benefits
conferred by the new copyright laws of Sweden,
including the exclusive right to reproduce
their woi ks by means of records or perforated
rolls or any other -appliances for mechanical
reproduction

D'AMtRIQUE.
Attendu qu'il est prvu par la Loi du Congr~s
du 4 mars 19o9, intitulde ( Loi en vue d'amender
et de codifier les lois sur les droits de propri~t6
litt~raire et artistique ,, que les b~n~fices des
dites lois devront s'6tendre aux oeuvres de
tout auteur ou propridtaire, sujet ou ressortissant
d'un Etat ou d'une nation 6trang~re,
mais seulement selon certaines conditions expos~es
h la Section 8 de ladite Loi, h savoir :
a) Lorsqu'un auteur ou propritaire 6tranger
aura 61u domicile aux Etats-Unis, h 1'poque
de la premiere 6dition de ses oeuvres ; ou
b) Lorsque 'Etat ou la nation 6trang~re
dont cet auteur ou propri6taire est sujet ou
ressortissant, accorde par trait6, convention
arrangement ou loi, aux citoyens des Etats-
Unis, les avantages du droit de propri~t6 litt&
raire et ardstique, h des conditions 6quivalentes,
dans 1'ensemble, 5i celles accord~es h
ses propres ressortissants ou une protection
substantiellement 6quivalents h celle accord~e
h un auteur 6tranger par la Loi pr~sente ou
par Trait6. De m~me, lorsque cet Etat 6tranger
ou cette nation est partie un accord international
qui pr~voit la r~ciprocit6 de la proprit6
litt~raire et artistique, accord aux termes
duquel il est loisible aux Etats-Unis d'acc~der.
Attendu qu'il est aussi pr6vu a ladite section
que les conditions de r~ciprocit6 susdites seront
d~finies par le President des Etats-Unis dans
des proclamations r~pdtdes en temps opportun,
et pour ob~ir aux intentions de la pr6sente loi,
et
Attendu que le Roi de Suede, par d~claration
ayant force de loi, a fait savoir que, ds le
Ier f~vrier 1920, les citoyens des Etats-Unis
seront admis h b~n6ficier des avantages conf~r~s
par les nouvelles lois suedoises sur la propri~t6
litt6raire et artistique, y compris le droit
exclusif de faire reproduire leurs oeuvres au
moyen des disques, des rouleaux perfords ou
autres moyens m~caniques de reproduction.
