de cette dicision a eu lieu le 21 octobre 1920.<br />

LES ETATS-UNIS D'AME-RIQUE, L'EMPIRE BRI-<br />

TANNIQUE, LA FRANCE, L'ITALIE ET LE JAPON,<br />

Principales Puissances Alli~es et Associes,<br />

Ayant, par une Decision en date, h Paris,<br />

du 27 septembre 1919, r~solu de pourvoir au<br />

statut politique de l'ancien duch6 de Teschen<br />

ct des territoires d'Orava et de Spisz, en y<br />

faisant proc6der ht une consultation populaire<br />

pr~sentant toutes les garanties ndcessaires de<br />

loyaut6 et de sincerit6.<br />

Mais, considfrant que les mesures plises en<br />

execution de cette Decision pour permettre de<br />

rdaliser cette consultation populaire dans les<br />

conditions ci-dessus rappel6es, sont rest~es sans<br />

rdsultat.<br />

Considdrant qu'il y a, dans l'int~rt de la<br />

paix g6n~rale, une n~cessit6 urgente h r~gler le<br />

sort de ces territoires ;<br />

Considrant que les Gouvernements de la<br />

Pologne et de la Tchco-Slovaquie ont d~clar6,<br />

par acte en date, h Spa, du Io juillet 1920,<br />

accepter que leurs fronti~res respectives dans<br />

les dits territoires soient dtermin~es par les<br />

Principales Puissances Alli6es et associ~es ;<br />

Ont charg6 la Conference des Ambassadeurs<br />

du r~glement de cette question.<br />

En consequence, la Conference des Ambassadeurs<br />

a d~cid6 ce qui suit :<br />

FERENCE OF AMBASSADORS<br />

WITH REGARD TO TESCHEN,<br />

SPISZ AND ORAVA, DATED<br />

PARIS, AUGUST 5, 1920.<br />

French o//icial text, forwarded by the Conference<br />

of Ambassadors, on behalf o/ the Principal<br />

Allied Powers. The registration of this decision<br />

took place on October, 21, 1920.<br />

THE UNITED STATES OF AMERICA, THE<br />

BRITISH EMPIRE, FRANCE, ITALY AND JAPAN,<br />

being the Principal Allied and Associated<br />

Powers,<br />

Having resolved, by a decree dated Paris,<br />

September 27th, 1919, to fix the political<br />

status of the former Duchy of Teschen and of<br />

the territories of Orava and Spisz by causing<br />

a popular expression of opinion to be taken,<br />

in such a way as to offer every guarantee of<br />

loyalty and sincerity ;<br />

But considering that the measures adopted,<br />

in fulfilment of this Decree, with the object of<br />

enabling this popular expression of opinion to<br />

be taken, under the aforesaid conditions, were<br />

productive of no result ;<br />

And considering that it is imperative, in the<br />

interests of universal peace, to determine the<br />

status of these territories ;<br />

And' considering that the Governments of<br />

Poland and Czecho-Slovakia have agreed under<br />

the terms of the convention signed at Spa on<br />

July ioth, 1920, that their respective frontiers<br />

should be determined by the Principal Allied<br />

and Associated Powers ;<br />

Have accordingly entrusted the settlement<br />

of this question to the Conference of Ambassadors.<br />

Wherefore, the Conference of Ambassadorshas<br />

decreed as follows :<br />
