Convention, and to provide for the despatch to the banks as soon as possible of a circular recommending<br />

them to abide by the text of the said Annex II in the case of the four following categories of<br />

debts in francs, due to Swiss banks, by debtors domiciled in Germany, viz<br />

(a) Debts owing by German officials.<br />

(b) Debts owing by interned Germans.<br />

(c) Debts owing by German families of mobilised soldiers.<br />

(d) Debts owing by German nationals who have borrowed corresponding sums in francs<br />

in order to be able to attend hospitals, clinics, etc., in Switzerland.<br />

Article 7.<br />

The Government of the Swiss Confederation declares itself prepared, for its part, to give its<br />

assistance in the manner which may appear to it appropriate in cases where individual States,<br />

communes and other associations (chambers of agriculture, live stock, breeding associations, etc.)<br />

make efforts in Germany with the support of the Imperial Government, to repay in kind debts<br />

in francs owing to Switzerland in respect of purchases of live stock, milk, and other supplies. It<br />

declares itself ready to endeavour to avoid calling in its debts with undue haste.<br />

Article 8.<br />

This Convention shall be ratified and the ratifications shall be exchanged at Berne as soon as<br />

possible.<br />

The Convention shall come into force on the day upon which the exchange of ratifications<br />

takes place.<br />

In testimony whereof the Plenipotentiaries have signed this Convention and have affixed<br />

their seals thereto.<br />

Done in duplicate in Berne this 6th day of December, 1920.<br />

to the Convention between the Swiss Confederation and the German Empire dealing with Mortgages<br />

in Germany containing the gold clause and with certain classes of franc credits due from<br />

German debtors, signed at Berne, December 6th, 1920.<br />

Article I.<br />

During the periods of payment laid down in Article 3 of this Convention, the debtor shall<br />

be obliged to pay the interest due in paper marks as from the entry into force of this Convention,<br />

together with a supplementary sum. This supplementary sum shall be calculated by estimating<br />

the difference in exchange between the mark and the Swiss Franc. This calculation shall be made<br />

on the basis of the average value of the mark in Switzerland as quoted by the National Bank during<br />

a period of five days before the date on which the interest falls due.<br />

The supplementary sum shall amount :<br />

For a rate up to and including io, to the difference between such rate and the<br />

rate of ....... ... .. .............................. 20
