14. <strong>The</strong> Newspaper, Books and Printing Presses Repeal of<br />

(Amendment) I..aw, 1934, is hereby repealed. I'^si** ***<br />

Objects and Reasons.<br />

<strong>The</strong> object of this Bill is to effect certain amendments<br />

to the Newspaper, Books and Printing Presses Law, 1934,<br />

which experience has shown to be necessary.<br />

2. <strong>The</strong> principal changes are the foUowing :—<br />

A. Newspapers printed or published in the Colony :<br />

(1) <strong>The</strong> age Hmit of an appHcant for a permit to<br />

print or publish a newspaper is reduced from 30 to<br />

25 years.<br />

(2) Every appHcant must be a British subject, but<br />

this requirement does not apply to persons who<br />

now hold a permit.<br />

(3) Where appHcation is made by a company such<br />

company must not be an ahen controUed company.<br />

(4) Power is given to the Colonial Secretary—<br />

(a) to cancel or suspend a permit the holder whereof<br />

has been absent from the Colony for a continuous<br />

period exceeding twelve months ;<br />

(b) in lieu of canceUing or suspending a permit<br />

in the circumstances set forth in clause 4,<br />

to place a newspaper under the control of a censor,<br />

whose powers are set out in clause 5 of the BiU.<br />

(5) Any person aggrieved by a decision of the Colonial<br />

Secretary to place a newspaper under censorship,<br />

may appeal to the Governor in Council.<br />

(6) Provision is made that the title of a newspaper<br />

is the property of the proprietor thereof and that no<br />

other person is entitled to use such title or any title<br />

so resembHng it as to be Hkely to cause confusion.<br />

<strong>The</strong> assignee or heirs of the proprietor may, however,<br />

on obtaining the necessary permit, use such title, and<br />

other persons may also do so in the circumstances<br />

contemplated in the second proviso to new section 18A<br />

as set out in clause 8 of the BiU.<br />
