shaU be final and conclusive.<br />

16.—(1) <strong>The</strong> Director may at his discretion<br />

P^y grants-in-aid in respect of any school year<br />

to the goveming body of any secondary school<br />

in respect of which the prescribed conditions are<br />

fulfiUed during that school year.<br />

(2) Grants-in-aid may be paid in respect of all<br />

or any of the subjects taught at the school.<br />

(3) In considering the award and determining<br />

the amounts of such grants-in-aid the Director<br />

shaU take into consideration—<br />

(a) the educational requirements of the Colony<br />

and of the district, town or viUage in which<br />

the secondary school is situated ;<br />

(b) the total amount of money available for<br />

distribution as grants-in-aid ;<br />

(c) the financial needs and resources of the<br />

goveming body;<br />

(d) the number and salaries of EngUsh and<br />

other teachers employed at the secondary<br />

school;<br />

(c) the number of pupils attending the<br />

secondary school, the amount of fees paid<br />

by them, and the number of pupils exempted<br />

from fees ; and<br />

(/) the efficiency of the teaching imparted<br />

at the secondary school in every subject<br />

in respect of which a grant-in-aid is payable<br />

to the goveming body.<br />

(4) In considering .the financial needs and<br />

resources of any governing body the Director shall<br />

take cognizance of—<br />

(a) any scheme prepared by the governing<br />

body and approved by him for the payment<br />

from the funds of the governing body of<br />

pensions or gratuities to teachers on their<br />

retirement, and<br />

(b) any capital expenditure approved by him<br />

for the extension or improvement of the<br />

(5) If at any time during the school year in<br />

respect of which a grant-in-aid is payable any of<br />

the prescribed conditions for the payment of<br />

grants-in-aid are not ftilfiUed, the Director may<br />

at his discretion withhold the whole or part of<br />

the grant-in-aid payable.<br />

17. Notwithstanding anything in these Regulations<br />

contained the Director may make such<br />

payments from the pubUc revenue of the Colony<br />

as the Governor shaU approve in respect of<br />

elementary instruction given at any school which<br />

in addition to being registered under the Law is<br />

prescribed as an elementary school under the<br />

provisions of the Elementary Education Laws,<br />

1933 and 1935.<br />

18. <strong>The</strong> Governor may, subject to such terms<br />

and conditions as he thinks fit, exempt any schooL<br />

from any of the provisions of these Regulations.<br />

19. Any goveming body wishing tb apply for a<br />

grant-in-aid shall make written appUcation to<br />

the Director in the form set out in the Second<br />

Schedule, not later than the thirty-first day of<br />

March preceding the commencement of the school<br />

year in respect of which the appUcation is made.<br />

20. Grants-in-aid in respect of the school year<br />

1935-1936 may be paid at the discretion of the<br />

Director to the goveming body of any secondary<br />

school which—<br />

(a) was in receipt of a grant-in-aid in respect<br />

of the school year 1934-1935, or<br />

(6) has appUed to the Director as in regulation<br />

19 provided for a grant-in-aid in respect<br />

of the school year 1936-1937.<br />

21. A copy of these Regulations and a Ust of<br />

the names and addresses of aU members of the<br />

governing body shall be kept on the premises of<br />

every secondary school.<br />
