21. Any person who, in any part of the Library—
(a) behaves in a disorderly manner; or
(b) uses violent, abusive or obscene language; or
(c) bets or gambles; or
(d) after proper waming, persists in remaining in
the Library or reading-room beyond the hour fixed
for the closing thereof,
shaU be liable to a penalty of two pounds.
22. There shall be paid out of the Revenue of the
Colony towards the maintenance of the Libilary such
moneys as may from time to time be appropriated to the
Library by the Governor. - r- io -^r? h-
23. There shaU be paid out of the revenue of the Municipal
Corporation of Nicosia towards the maintenance of the
library such moneys as may from time to time be
appropriated to the Library by the Municipal Council.
24. The Committee may, with the consent of the Gpvernor
in Council,—
(a) borrow for the purposes of the Library any sum
of money which shall not exceed in the aggregate
one thousand pounds ;
(b) mortgage by way of security for any such loan any
lands or buildings vested in them.
25. The accounts of the Library shaU be audited by the
Auditor, and a yearly statement of account, in such form
as the Auditor may direct, shaU be forwarded to the
Colonial Secretary.
Procedure 26. All penalties imposed by this Law and aU fines
of'toS^aiS prescribed by regulations made under the provisions of
penalties. this Law sliaU be recoverable on summary conviction, and
proceedings may be instituted and conducted by the
Librarian or by any person authorized by the Committee,
either generaUy or for any particular proceedings.

Objects and Reasons,
The Cyprus PubUc Library, the object of which is the
advancement of Uterature, science and general liiiowledge,.
was founded in 1927 by His ExceUency Sir Ronald Storrs
and, pending legislation on the subject, is managed by a
nominated Committee functioning under temporary Rides.
2. The Library^ is maintained and supported by Govemment
grants and private donations, and now possesses some
3,700 volumes (including a fair number of valuable books),
certain furniture and a sum of about £570 in cash.
3. Tlie object of this BiU is to place the Library on a
legal and permanent foundation.
4. The main provisions of the BiU are the foUowing:—
(1) The Library wiU be managed and controUed by a
Committee of Management consisting of nine members
as foUows:—
(a) The Commissioner of Nicosia.
(6) The Director of Education.
(c) The Mayor of Nicosia.
