21. Any person who, in any part of the Library—<br />

(a) behaves in a disorderly manner; or<br />

(b) uses violent, abusive or obscene language; or<br />

(c) bets or gambles; or<br />

(d) after proper waming, persists in remaining in<br />

the Library or reading-room beyond the hour fixed<br />

for the closing thereof,<br />

shaU be liable to a penalty of two pounds.<br />

22. <strong>The</strong>re shall be paid out of the Revenue of the<br />

Colony towards the maintenance of the Libilary such<br />

moneys as may from time to time be appropriated to the<br />

Library by the Governor. - r- io -^r? h-<br />

23. <strong>The</strong>re shaU be paid out of the revenue of the Municipal<br />

Corporation of Nicosia towards the maintenance of the<br />

library such moneys as may from time to time be<br />

appropriated to the Library by the Municipal Council.<br />

24. <strong>The</strong> Committee may, with the consent of the Gpvernor<br />

in Council,—<br />

(a) borrow for the purposes of the Library any sum<br />

of money which shall not exceed in the aggregate<br />

one thousand pounds ;<br />

(b) mortgage by way of security for any such loan any<br />

lands or buildings vested in them.<br />

25. <strong>The</strong> accounts of the Library shaU be audited by the<br />

Auditor, and a yearly statement of account, in such form<br />

as the Auditor may direct, shaU be forwarded to the<br />

Colonial Secretary.<br />

Procedure 26. All penalties imposed by this Law and aU fines<br />

of'toS^aiS prescribed by regulations made under the provisions of<br />

penalties. this Law sliaU be recoverable on summary conviction, and<br />

proceedings may be instituted and conducted by the<br />

Librarian or by any person authorized by the Committee,<br />

either generaUy or for any particular proceedings.<br />

Objects and Reasons,<br />

<strong>The</strong> <strong>Cyprus</strong> PubUc Library, the object of which is the<br />

advancement of Uterature, science and general liiiowledge,.<br />

was founded in 1927 by His ExceUency Sir Ronald Storrs<br />

and, pending legislation on the subject, is managed by a<br />

nominated Committee functioning under temporary Rides.<br />

2. <strong>The</strong> Library^ is maintained and supported by Govemment<br />

grants and private donations, and now possesses some<br />

3,700 volumes (including a fair number of valuable books),<br />

certain furniture and a sum of about £570 in cash.<br />

3. Tlie object of this BiU is to place the Library on a<br />

legal and permanent foundation.<br />

4. <strong>The</strong> main provisions of the BiU are the foUowing:—<br />

(1) <strong>The</strong> Library wiU be managed and controUed by a<br />

Committee of Management consisting of nine members<br />

as foUows:—<br />

(a) <strong>The</strong> Commissioner of Nicosia.<br />

(6) <strong>The</strong> Director of Education.<br />

(c) <strong>The</strong> Mayor of Nicosia.<br />
