4. Power is given to the Commissioner of the District
to direct the grouping of two or more adjacent viUages for
aU or any of the purposes of the BiU.
5. The duties and powers of a ViUage Health Commission
are set out in Clause 7, and such duties and powers
wiU be performed and exercised by^the VUlage Health Commission
at the instance of the Commissioner and in so far
as there may be funds available for the purpose.
6. The Commissioner is empowered to appoint two or
more persons to perform a duty imposed on a Village Health
Commission, where such Commission has made default in
the performance of such duty.
7. The revenue of a Village Health Commission wiU be
derived from fees or charges which the Commission is
empowered to impose in connection with the matters
referred to in Clause 9 (1) (a) and also from an annual rate,
not exceeding five shiUings, which the Commission may
impose on every person who occupies any immovable
property in the village either as owner thereof or by virtue
of any lease or agreement whereby he is entitled to occupy
such immovable property. These fees or charges and the
annual rate wiU be prescribed by Rules made by the Commission
with the approval of the Commissioner,
8. For every viUage to which the Bill wdll apply, there
shall be a Village Health Fund which shaU consist of—
(a) aU fees, charges and rates collected under the Rules ;
(b) aU fines, penalties and costs recovered for any
contravention of the provisions of the BiU or Rules ;
(c) any moneys paid to the Village Health Commission
on account of the Fund.
The Fund wdU be in charge of a treasurer and the accounts
of the Fund wdll be audited by such person or persons as
may be appointed by the Commissioner.
The Commissioner is given power to surcharge any person
who, in his opinion, is responsible for any impropei"
expenditure.
