(2) If the master, purser or agent—<br />

(a) fails to deUver a manifest;<br />

(b) deUvers a manifest which is false in any material<br />

particular;<br />

(c) A^-ithout reasonable excuse refuses to answer any<br />

question ; or<br />

(d) does not answer truly any question,<br />

he shaU be guUty of an offence.<br />

Penalty : one hundred pounds.<br />

^^^^^^ 15.—(1) <strong>The</strong> CoUector may permit the master or purser<br />

mam . ^^ agent of any ship to amend any obvious error in the<br />

manifest or to supply any omission which, in the opinion<br />

of the CoUector, results from accident or inadvertence by<br />

furnishing an amended or supplementary manifest or<br />

explanatory letter and the CoUector may levy thereon such<br />

fee as may be prescribed by the ComptroUer.<br />

(2) Except as in this section provided no manifest shaU<br />

be amended.<br />

16. When any ship is lost or wrecked upon the coast<br />

the master, purser or agent shall, without any unnecessary<br />

delay, make report of the ship and cargo by deUvering to<br />

the CoUector a manifest, so far as it may be possible for him<br />

to do so, at the Custom House nearest to the place where the<br />

ship was lost or wrecked.<br />

Penalty : fifty pounds.<br />

17. If after the discharge of the inward cargo of a ship<br />

and before her departure from port or whUe such ship is<br />

within territorial waters—<br />

(a) any goods are found on board which have not been<br />

duly manifested, or<br />

(b) any goods which have been duly manifested and<br />

shipped are not found on board,<br />

the master of the ship or the owner of the goods shaU be<br />

guUty of an offence.<br />

Penalty : one hundred pounds, and in addition the goods<br />

concemed shaU be forfeited.<br />

18. Goods shaU be subject to the control of the Customs<br />

as foUows, that is to say,—<br />

(a) as to aU goods imported—^from the time of importation<br />

untU deUvery for home consumption or untU<br />

exportation to parts beyond the seas whichever shaU<br />

first happen;<br />

(6) as to aU goods under drawback—^from the time of<br />

the claim for drawback until exportation to parts<br />

beyond the seas ;<br />

(c) as to aU goods subject to any export duty—^from<br />

the time when the same are declared for export untU<br />

the payment of the duty or the withdrawal of such<br />

goods ;<br />

(d) as to aU goods for export, the exportation of which<br />

is subject to compUance with any condition or<br />

restriction under any Law—from the time the goods<br />

are declared for export until their exportation to<br />

parts beyond the seas or the withdrawal of such<br />

goods.<br />
