IMPORTATION OF GOOPS.<br />

Declaration 26. <strong>The</strong> importer of any goods intended to be deUvered<br />

^^J^r. to home consumption shaU, before the clearance of the<br />

goods, deUver to the CoUector a avritten and signed<br />

declaration of the description of the goods and of their<br />

value at the port of discharge in such form and manner as<br />

the ComptroUer may prescribe.<br />

27. <strong>The</strong> importer, or his agent, shaU, on the demand of<br />

the CoUector, produce all invoices, pohcies of insurance, if<br />

any, freight accounts, letters and other documents relating<br />

to the goods to test the accuracy of<br />

mentioned in section 26.<br />

28.—(1) Every invoice and freight account presented to<br />

the CoUector in respect of goods which it is desired to clear<br />

for home consumption or for placing in bond shaU be<br />

presented in dupUcate and each copy thereof shall bear the<br />

signature and stamp of the firm or individual sending such<br />

goods to the Colony. One of every such dupUcate invoice<br />

and freight account shall be retained by the Collector.<br />

(2) Unless the provisions of this section are complied<br />

with the CoUector may refuse to deliver the goods in<br />

respect of which the invoice and freight account are<br />

presented.<br />

(3) <strong>The</strong> provisions of this section shaU not apply to goods<br />

imported into the Colony for private use and not for sale.<br />

29.—(1) AU playing cards, cigars, cigarettes and<br />

manufactured tobacco imported into the Colony shaU be<br />

enclosed in banderoUes at the port or place of importation.<br />

(2) Any playing cards, cigars, cigarettes or manufactured<br />

tobacco not enclosed in banderoUes shaU be deemed to be<br />

smuggled goods.<br />

30. If in the opinion of the CoUector any article of food<br />

or drink or any narcotic is so damaged as to be unwholesome<br />

or unfit for consumption, he shaU not permit such article<br />

of food or drink or such narcotic to be cleared unless such<br />

article of food or drink or such narcotic is certified by a<br />

Medical Officer or Govemment Analyst to be wholesome<br />

or fit for consumption.<br />

31.—(1) Any passenger arriving in the Colony or<br />

departing.therefrom shall answer aU questions relating to<br />

his baggage as may be put to him by the Customs officer.<br />

(2) If the passenger—<br />

(a) without reasonable excuse refuses to answer any<br />

question, or<br />

(b) does not answer truly any question,<br />

he shaU be guilty of an offence.<br />

Penalty : ten pounds.<br />

32. <strong>The</strong> baggage of a passenger shaU be deUvered in such<br />

manner as the CoUector may direct, and if any goods<br />

Uable to duty are found therein after the owner or other<br />

person in charge thereof shaU have denied that such goods<br />

were contained therein, or if any goods which are prohibited<br />

to be imported or exported are found therein, either before<br />

or after landing or embarking, such goods shall be forfeited.<br />
