opportunity had been given to the Committee to state its
objections.
It is hoped that prudent use of the power conferred on
the Registrar by this section may make it possible to avoid
the winding up of certain societies.
(3) Sections 4 to 12 provide a clearly defined procedure
for Uquidation and are designed to faciUtate the performance
of the duties of liquidators and to empo\^'er the Registrar
to control the liquidation.
In particular, power is given to the Registrar—
(a) to surcharge any member of the Committee or
officer of a society who had misappUed or retained
money belonging to the society or who had been
guilt}' of misfeasance or breach of trust in relation
to the society (section 7) ; and
(b) to order the conditional attachment of the property
of any person where the Registrar is satisfied that
such person, witli intent to defraud or delay the
execution of any order made by a liquidator or the
Registrar or an arbitrator, is about to dispose
of the \vhole or any part of his property (section 8).

A LAW TO PROVIDE FOR THE MAINTENANCE AND BETTER
MANAGEMENT OF THE CYPRUS PUBLIC LIBRARY.
BE it enacted by His ExceUency the Govemor and
Commander-in-Cliief of the Colony of Cyprus as
follows :—
1. This Law may be cited as the Cyprus PubUc Library
Law, 1936.
2. In this Law, unless the context otherwise requires,—
" Committee " means the Committee of Management
of the Library ;
' Library " means the Cyprus PubUc Library founded
by His ExceUency Sir Ronald Storrs, K.C.M.G., in the
year 1927 and includes any other library estabUshed
in connection therewith ;
" Municipal Council" means the Council of the
Municipal Corporation of Nicosia ;
" subscriber " means any person whose name is entered
in the Register of Subscribers to the Library and includes
a Ufe subscriber.
3. The Library shaU be located at such premises as the
Committee may determine.
4. The expenses of the Library shall be defrayed out of—
(a) such moneys as may from time to time be
appropriated to the Library by the Govemor out
of the Revenue of the Colony;
(h) such moneys as may from time to time be
appropriated to the Library by the Municipal
Council out of the revenue of the Municipal
Corporation of Nicosia;
(c) penalties and fines imposed and recovered in
respect of offences committed against any provision
of this Law or of any regulation made thereunder;
(d) legacies and donations ;
