opportunity had been given to the Committee to state its<br />

objections.<br />

It is hoped that prudent use of the power conferred on<br />

the Registrar by this section may make it possible to avoid<br />

the winding up of certain societies.<br />

(3) Sections 4 to 12 provide a clearly defined procedure<br />

for Uquidation and are designed to faciUtate the performance<br />

of the duties of liquidators and to empo\^'er the Registrar<br />

to control the liquidation.<br />

In particular, power is given to the Registrar—<br />

(a) to surcharge any member of the Committee or<br />

officer of a society who had misappUed or retained<br />

money belonging to the society or who had been<br />

guilt}' of misfeasance or breach of trust in relation<br />

to the society (section 7) ; and<br />

(b) to order the conditional attachment of the property<br />

of any person where the Registrar is satisfied that<br />

such person, witli intent to defraud or delay the<br />

execution of any order made by a liquidator or the<br />

Registrar or an arbitrator, is about to dispose<br />

of the \vhole or any part of his property (section 8).<br />

A LAW TO PROVIDE FOR THE MAINTENANCE AND BETTER<br />

MANAGEMENT OF THE CYPRUS PUBLIC LIBRARY.<br />

BE it enacted by His ExceUency the Govemor and<br />

Commander-in-Cliief of the Colony of <strong>Cyprus</strong> as<br />

follows :—<br />

1. This Law may be cited as the <strong>Cyprus</strong> PubUc Library<br />

Law, 1936.<br />

2. In this Law, unless the context otherwise requires,—<br />

" Committee " means the Committee of Management<br />

of the Library ;<br />

' Library " means the <strong>Cyprus</strong> PubUc Library founded<br />

by His ExceUency Sir Ronald Storrs, K.C.M.G., in the<br />

year 1927 and includes any other library estabUshed<br />

in connection therewith ;<br />

" Municipal Council" means the Council of the<br />

Municipal Corporation of Nicosia ;<br />

" subscriber " means any person whose name is entered<br />

in the Register of Subscribers to the Library and includes<br />

a Ufe subscriber.<br />

3. <strong>The</strong> Library shaU be located at such premises as the<br />

Committee may determine.<br />

4. <strong>The</strong> expenses of the Library shall be defrayed out of—<br />

(a) such moneys as may from time to time be<br />

appropriated to the Library by the Govemor out<br />

of the Revenue of the Colony;<br />

(h) such moneys as may from time to time be<br />

appropriated to the Library by the Municipal<br />

Council out of the revenue of the Municipal<br />

Corporation of Nicosia;<br />

(c) penalties and fines imposed and recovered in<br />

respect of offences committed against any provision<br />

of this Law or of any regulation made thereunder;<br />

(d) legacies and donations ;<br />
