for assisting agricultural settlement; and<br />

if the person is to engage in indu-stry the<br />

capital may include the site for an<br />

industrial establishment and machinery<br />

and regard may be had to the value of<br />

land placed at his disposal for a term of<br />

years and any advance of money made to<br />

him for a term of years by an agency<br />

recognized by the Govemment for assisting<br />

industrial enterprises ;<br />

(6) any person who, being a member of a<br />

liberal profession and entitled to practise<br />

such profession in the Colony freely and<br />

without restriction of time, disposes of<br />

a capital of not less than five hundred<br />

pounds:<br />

Provided that—<br />

(i) in the computation of such capital<br />

the Principal Immigration Officer,<br />

may, in his discretion, and in respect<br />

only of such part of such capital<br />

as he may in each case deem proper,<br />

have regard to the value of any<br />

instruments, apparatus and stock of<br />

such person's profession owned by<br />

such person, and<br />

(ii) the Principal Immigration Officer<br />

is satisfied that the need exists in<br />

the Colony for additional members<br />

of such profession ;<br />

(c) any person who, being skilled in certain<br />

trades or crafts, freely and without<br />

restriction of time disposes of a capital of<br />

not less than two hundred and fifty pounds :<br />

Provided that—<br />

(i) in the computation of such capital<br />

the Principal Immigration Officer<br />

may, in his discretion and in respect<br />

only of such part of such capital as he<br />

may in each case deem proper, have<br />

regard to the value of any implements<br />

and stock of such person "s trade or<br />

craft owned by such person, and<br />

(ii) the Principal Immigration Officer<br />

is satisfied that the economic capacity<br />

of the Colony is such as to allow<br />

such person to be absorbed in the<br />

practice of his trade or craft;<br />

(d) any person who has a secured income of<br />

not less than four pounds a month, exclusive<br />

of earned income ;<br />

(e) any person who is in bonafide possession of,<br />

and freely disposes of, a capital of not less<br />

than five hundred pounds:<br />

Provided that—<br />

(i) in the computation of such capital<br />

the Principal Immigration Officer<br />

may, in his discretion, and iu respect<br />

only of such part of such capital<br />

as he may in each case deem proper<br />

have regard to the value of any<br />

implements and stock of the pursuit<br />

which such person states his intention<br />

of entering owned by such person, and<br />

(ii) the Principal Immigration Officer<br />

is satisfied that^—<br />

(a) the settlement of such person<br />

in the Colony will not lead to.<br />

the creation of undue competition<br />

in the pursuit which such person<br />

states his intention of entering, and;<br />

(b) his capital is sufficient to ensure<br />

him a reasonable prospect of<br />

success in that piursuit ; and<br />

(c) he is qualified and physically fit<br />

to follow such pursuit.<br />

CATEGORY B :<br />

Persons whose maintenance is assured, who<br />

shall be deemed to include—<br />

(a) any orphan of less than sixteen years<br />

of age whose maintenance in or by a<br />

pubhc institution in the Colony is assured<br />

until sucb time as he is able to support<br />

himself;<br />

(6) any person of reUgious occupation whose<br />

maintenance is assured ;<br />

(c) any student whose admission to an<br />

educational institution in the Colony and<br />

whose maintenance is assured until such<br />

time as he is able to support himself.<br />

CATEGORY C :<br />

Dependants of permanent residents or immigrants<br />

belonging to Categories A and B (6) :<br />

Provided that the Principal Immigration Offioer<br />

may, at his discretion, grant a certificate of<br />

immigration to any near relative (not being a<br />

dependant within the meaning of these Regulations)<br />

of a permanent resident or immigrant who ia<br />

whoUy and directly dependent upon such<br />

permanent resident or immigrant or to the<br />

fiancees of a permanent resident or immigrant.<br />

(2) A person who is dependent on the holder<br />

of a certificate of immigration or permit may<br />

accompany the holder and in such case his name<br />

shaU be entered on the certificate of immigration<br />

or the permit.<br />

6.—(1) Every person who desires to enter the<br />

Colony as an immigrant of Category A shall make<br />

application to the Principal Immigration Officer<br />

either direct or through a British Consul in the<br />

Form C set out in the First Schedule hereto.<br />

(2) If the Principal Immigration Officer is<br />

satisfied that the appUcant fulfils the conditions<br />

laid do\vn in the Law and in these Regulations,<br />

and is a person who may properly be admitted<br />

into the CJolony as an immigrant, he may grant<br />

him a certificate of immigration in the Form D<br />

set out in the First Schedule hereto.<br />

7.—(1) Every person who desires to enter the<br />

Colony as an immigrant in Category B shaU make<br />

an appUcation through the person in or out oT<br />

the Colony who, or the association or institution in<br />

the Colony which, is prepared to accept the<br />

responsibiUty for his maintenance, to the Pnncipal<br />

Immigration Officer in the Form C set out in the<br />

First Schedule hereto.<br />

(2) Every such appUcation shaU be accompanied<br />

by a guarantee made by a person, society or<br />

corporate body to be approved by the Principal<br />

Immigration Officer by which the guarantor is<br />

bound, if the appUcant is admitted as an<br />

immigrant, to maintain him, or to contribute to<br />

his maintenance in such manner and to such<br />

extent as may be approved by the Principal<br />

Immigration Officer.<br />

(3) If the Principal Immigration Officer is<br />

satisfied that the appUcant fulfils the conditions<br />

laid down in the Law and in these Regulations,<br />

and that he is a person who may properly be<br />

admitted into the Colony as an immigrant, and<br />

that his maintenance is assured, he may grant<br />

him a certificate of immigration in the Form D<br />

set out in the First Schedule hereto and may transmit<br />

such certificate either to him or the person wha<br />

made the application on his behalf.<br />

8. Every person resident in the Colony who<br />

desires to obtain permission for the entry into the<br />

Colony as an immigrant in Category C ofa person<br />

dependent upon him shall make an appUcation<br />

to the Principal Immigration Officer in the Form E<br />
