Objects and Reasons.<br />

Under the Compounding of Offences Laws, 1901 and<br />

1926, Commissioners may compound offences relating to<br />

unlawful gathering of oUves or carobs and to unlawful<br />

damage caused to roads.<br />

2. It is considered, however, that there are a number<br />

of other minor offences the compounding of which might,<br />

with advantage to aU concemed, be entrusted to Commissioners.<br />

3. <strong>The</strong> main object, therefore, of this Law is to enlarge<br />

the powers of Commissioners in that respect by enabUng<br />

them to compound any of the offences set out in the<br />

Schedule to the Law.<br />

4. Section 2 (3) gives additional power to Commissioners<br />

to require the forfeiture of animals or goods, or such part<br />

thereof as the Commissioner exercising the power may think<br />

fit, where such forfeiture would have foUowed upon the<br />

conviction of the offender.<br />

5. Section 6 empowers the Governor in CouncU to make<br />

compoundable any offence punishable with imprisonment<br />

not exceeding six months or with a fine not exceeding<br />

twenty-five<br />
