Pennsylvania Information Management System Pennsylvania Department of Education Rules: 1. EVENT TYPE CODEs map to the SE_EVENT_TYPE Table by SCHOOL_YEAR 2. EVENT REASON CODEs map to the REASONS_CODE Table by SCHOOL YEAR DATE and parameter-supplied REASON_TYPE; no duplicates allowed 3. DISORDER CODEs map to the DISORDER_CODE Table by SCHOOL_YEAR, no duplicates allowed 4. Date fields (field name ends in DATE) must be in ISO format: YYYY-MM-DD 5. EVENT DATE must not be greater than the current date 6. EVENT END DATE must be greater than or equal to EVENT DATE 7. Code Column: M* - INITIAL EVENT TYPE CODE and INITIAL EVENT DATE determine an EVENT_ID value used in Event Chains; both fields are required if the event is part of a chain 8. The fields identified with an NCES code are recommended to follow the NCES Non-Fiscal Data Handbook V5.0 9. Code Column: K - component of primary key, U - value is updated if row exists, M - a value must be supplied, R - recommended, Z - value added if not previously supplied 10. What are the changes/clarifications/reminders for submission of the Special Education Snapshot, Special Education Services Fact and Special Education Events Templates? • All school age students receiving special education services as of 12/01/2009 must be included on the special education templates, including but not limited to, itinerant speech, hearing, vision, out of district placements, etc. • For the majority of students, the district of residence is responsible for uploading the special education templates. A district and IU may agree that the IU will handle uploading in certain circumstances, such as students educated in IU classrooms, and for these students the IU may upload the templates. Other exceptions include 1305 and 1306 (Foster Home, Institutionalized, Group Homes, PRRIs) students who would be uploaded by the host or educating LEA for those students. • For the Special Education Snapshot template, include all students receiving special education services as of December 1, 2010. • For the Special Education templates – Summer Submission, the files will include only those students with valid IEPs as of December 1, 2010 and any special education students who may have exited as of June 30, 2011. • For the Special Education Services Fact and Special Education Events templates, those students submitted on the December 1, 2010 Snapshot date who have multiple related services or multiple transition goals will have multiple template records, one for each related service received or transition goal identified. • For additional questions or further clarification, please contact Jodi Rissinger in the Bureau of Special Education at jrissinger@state.pa.us 2.
