One should <strong>in</strong>terpret the numbers <strong>in</strong> table 4.6 with caution because Mode 4 covers<br />

only the temporary movement of persons, and, <strong>in</strong> many cases, the <strong>in</strong>tent (with or<br />

without success) of the migrant is to stay permanently <strong>in</strong> the host country.<br />

Exports under Mode 2 have similar effects. The spillover effects will depend on<br />

the legal and regul<strong>at</strong>ory framework and bus<strong>in</strong>ess model adopted by the export<strong>in</strong>g<br />

country (see the potential risks of imports under Mode 3 noted earlier). These<br />

effects will be maximized if the local popul<strong>at</strong>ion can benefit from the <strong>in</strong>frastructure<br />

and tre<strong>at</strong>ments developed for foreign p<strong>at</strong>ients or if some of the returns to local<br />

health service providers are <strong>in</strong>jected back <strong>in</strong>to the domestic health system. The<br />

example of Morocco illustr<strong>at</strong>es the different channels th<strong>at</strong> the dynamic effects of<br />

Mode 2 exports can take. The high concentr<strong>at</strong>ion of tourists resulted <strong>in</strong> an <strong>in</strong>crease<br />

<strong>in</strong> the supply of health services (available to both foreigners and locals), and the<br />

open<strong>in</strong>g of residences for retirees (th<strong>at</strong> provide medical services) somewh<strong>at</strong><br />

changed local <strong>at</strong>titudes toward elders. The necessity to conform to <strong>in</strong>tern<strong>at</strong>ional<br />

standards <strong>in</strong> export<strong>at</strong>ion also cre<strong>at</strong>es a local demonstr<strong>at</strong>ion effect. Doctors, nurses,<br />

and other health care personnel are offered gre<strong>at</strong>er opportunities <strong>at</strong> home, and<br />

Mode 2 exports cre<strong>at</strong>e a dis<strong>in</strong>centive to exp<strong>at</strong>ri<strong>at</strong>ion. In sum, a properly designed<br />

str<strong>at</strong>egy to export health services under Mode 2 has the potential of improv<strong>in</strong>g the<br />

access to higher-quality health care services for the local popul<strong>at</strong>ion.<br />

Exports under Mode 3 are returns on <strong>in</strong>vestment th<strong>at</strong> are more or less similar<br />

to those <strong>in</strong> any other sector.<br />

Exports under Mode 4 could be an important source of <strong>in</strong>come (for example,<br />

the remittances of Philipp<strong>in</strong>e nurses). This <strong>in</strong>come would directly benefit the local
