For wholesale and retail services, <strong>in</strong>vestment <strong>in</strong> the commercial presence of foreign<br />

affili<strong>at</strong>es is the most significant mode of supply. In the retail sector, the pr<strong>in</strong>cipal<br />

global actors are European and U.S. companies. The gre<strong>at</strong>er proportion of sales by<br />

U.S. foreign affili<strong>at</strong>es <strong>in</strong> the distribution sector arises from wholesale services, with<br />

only a few large retail groups active <strong>in</strong>tern<strong>at</strong>ionally, mostly <strong>in</strong> specialist l<strong>in</strong>es and<br />

franchis<strong>in</strong>g. Large European retailers oper<strong>at</strong>e <strong>in</strong> a number of develop<strong>in</strong>g countries, as<br />

illustr<strong>at</strong>ed <strong>in</strong> table 5.1. In January 2009, European Retail Roundtable members had<br />

6,117 stores outside Europe. Dom<strong>in</strong><strong>at</strong>ed by mult<strong>in</strong><strong>at</strong>ionals such as Aldi, Auchan,<br />

Carrefour, Metro, Rewe-Zentral, and Tesco, these companies had numerous stores <strong>in</strong><br />

develop<strong>in</strong>g countries (count<strong>in</strong>g only countries with 10 or more such stores).<br />

Globally, there is a rel<strong>at</strong>ively limited number of mult<strong>in</strong><strong>at</strong>ional retailers, and they<br />

are mostly present <strong>in</strong> large emerg<strong>in</strong>g markets th<strong>at</strong> permit foreign particip<strong>at</strong>ion. Given<br />

th<strong>at</strong> the distribution markets <strong>in</strong> OECD economies are mostly s<strong>at</strong>ur<strong>at</strong>ed, these<br />

mult<strong>in</strong><strong>at</strong>ionals generally seek to expand their presence <strong>in</strong> rapidly grow<strong>in</strong>g markets<br />

th<strong>at</strong> are currently protected if <strong>in</strong>come levels are seen as adequ<strong>at</strong>e and <strong>in</strong>ward<br />

<strong>in</strong>vestment regimes are predictable. For example, follow<strong>in</strong>g India’s decision <strong>in</strong> 2006<br />

to allow foreign ownership of 51 percent <strong>in</strong> s<strong>in</strong>gle-brand retail companies, a survey of<br />

300 companies revealed th<strong>at</strong> over a quarter had already opened a store <strong>in</strong> 2007 or<br />

planned to do so. S<strong>in</strong>ce Vietnam’s accession to the World <strong>Trade</strong> Organiz<strong>at</strong>ion (WTO)<br />

<strong>in</strong> 2007, the country has become the most <strong>at</strong>tractive new emerg<strong>in</strong>g market for retail<br />

<strong>in</strong>vestors (World Bank 2007). Table 5.2 illustr<strong>at</strong>es the <strong>in</strong>tern<strong>at</strong>ional footpr<strong>in</strong>t of five<br />

large retail groups <strong>in</strong> 2008.<br />
