improvements <strong>in</strong> resource productivity). This gener<strong>at</strong>es a number of issues<br />

rel<strong>at</strong>ed to the factors th<strong>at</strong> are driv<strong>in</strong>g the evolution of environmental markets,<br />

with significant implic<strong>at</strong>ions for the composition and direction of the trade <strong>in</strong><br />

environmental services.<br />

The environmental market<br />

The global market for environmental services is grow<strong>in</strong>g rapidly because of<br />

environmental awareness and market demand. In 2006, the global market for<br />

environmental goods and services stood <strong>at</strong> US$690 billion, with an expected<br />

<strong>in</strong>crease to around US$780 billion <strong>in</strong> 2010 (S<strong>in</strong>clair-Desgagné 2008).<br />

With<strong>in</strong> the environmental <strong>in</strong>dustry, environmental services represent the most<br />

important component. The services accounted for over 65 percent of total environmental<br />

market value <strong>in</strong> 2002 (table 10.1). The largest segment <strong>in</strong> terms of<br />

value is solid waste management, followed <strong>at</strong> a distance by wastew<strong>at</strong>er tre<strong>at</strong>ment.<br />

Smaller, but still substantial sectors <strong>in</strong>clude environmental consult<strong>in</strong>g and eng<strong>in</strong>eer<strong>in</strong>g,<br />

remedi<strong>at</strong>ion and <strong>in</strong>dustrial services, hazardous waste management, and<br />

environmental test<strong>in</strong>g and analysis services.<br />

Currently, develop<strong>in</strong>g countries have a small share of the environmental market.<br />

In 2006, only 14 percent of total environmental revenues were gener<strong>at</strong>ed by<br />

develop<strong>in</strong>g countries (<strong>in</strong>clud<strong>in</strong>g transition economies) (table 10.2). This appears<br />

to be low, but the magnitude of environmental services <strong>in</strong> develop<strong>in</strong>g countries is<br />

probably underestim<strong>at</strong>ed because of st<strong>at</strong>istical report<strong>in</strong>g problems.<br />

Table 10.2 also shows th<strong>at</strong> develop<strong>in</strong>g countries represent the gre<strong>at</strong>est growth<br />

market. Many develop<strong>in</strong>g countries recorded dynamic (often double-digit) growth<br />

r<strong>at</strong>es over 2000–06. It is estim<strong>at</strong>ed th<strong>at</strong> the market <strong>in</strong> the develop<strong>in</strong>g countries has<br />

grown by over 10 percent dur<strong>in</strong>g the last six years, compared with a 4 percent<br />
