Foreword<br />

Beyond describ<strong>in</strong>g the trends of trade <strong>in</strong> services, <strong>Intern<strong>at</strong>ional</strong> <strong>Trade</strong> <strong>in</strong> <strong>Services</strong><br />

also addresses the complex policy issues rel<strong>at</strong>ed to this topic, because services<br />

trade liberaliz<strong>at</strong>ion rema<strong>in</strong>s one of the most complic<strong>at</strong>ed and controversial issues<br />

<strong>in</strong> trade policy mak<strong>in</strong>g. For trade <strong>in</strong> goods, liberaliz<strong>at</strong>ion is primarily about elim<strong>in</strong><strong>at</strong><strong>in</strong>g<br />

tariffs and nontariff barriers <strong>at</strong> the border. <strong>Services</strong> liberaliz<strong>at</strong>ion not only<br />

requires the elim<strong>in</strong><strong>at</strong>ion of discrim<strong>in</strong><strong>at</strong>ory barriers th<strong>at</strong> affect both services and<br />

service providers, but also addresses a host of nontrade measures geared to the<br />

protection of health, environment, public order, and morals, and other issues<br />

rel<strong>at</strong>ed to competition and consumer protection. These measures have legitim<strong>at</strong>e<br />

policy objectives but often become difficult to dist<strong>in</strong>guish from protectionist policies<br />

when it comes to services trade. This specific issue is one of the most challeng<strong>in</strong>g<br />

policy issues for the cross-border trade <strong>in</strong> services.<br />

<strong>Intern<strong>at</strong>ional</strong> <strong>Trade</strong> <strong>in</strong> <strong>Services</strong> also provides an assessment of how policy<br />

makers can further bolster their service <strong>in</strong>dustries by leverag<strong>in</strong>g the changes<br />

prompted by technological advancements. The book provides policy recommend<strong>at</strong>ions<br />

th<strong>at</strong> <strong>in</strong>clude the reduction of barriers to services trade across all sectors<br />

and the promotion of health- and environment-rel<strong>at</strong>ed development policies th<strong>at</strong><br />

should be promoted <strong>in</strong> parallel with a burgeon<strong>in</strong>g services market. The first recommend<strong>at</strong>ion<br />

is considered the most important, because it focuses on the need to<br />

ensure trade openness, which helps ensure the access to services and promotes the<br />

quality of services provision through foreign and domestic competition. Moreover,<br />

the issue of temporary movement of labor is another focus of this book,<br />

given th<strong>at</strong> it is one of the most important means of service exports for develop<strong>in</strong>g<br />

countries. This is an issue th<strong>at</strong> is considered technically complex and politically<br />

sensitive because of its political and security implic<strong>at</strong>ions. The book exam<strong>in</strong>es<br />

mechanisms th<strong>at</strong> have been used by various countries to liberalize the temporary<br />

movement of persons and concludes th<strong>at</strong> regardless of the negoti<strong>at</strong><strong>in</strong>g forum—<br />

multil<strong>at</strong>eral, regional, or bil<strong>at</strong>eral—the policy mak<strong>in</strong>g results on temporary movement<br />

of labor are, so far, modest and limited to a small range of c<strong>at</strong>egories. However,<br />

it proposes altern<strong>at</strong>ive ways to move forward th<strong>at</strong> require further analysis by<br />

countries and relevant <strong>in</strong>tern<strong>at</strong>ional organiz<strong>at</strong>ions, <strong>in</strong>clud<strong>in</strong>g the World Bank.<br />

It is our hope th<strong>at</strong> this book will serve as a basis for further discussions, a c<strong>at</strong>alyst<br />

for new research on this topic, and a guide for economic policy analysis <strong>in</strong> the<br />

area of services <strong>in</strong> develop<strong>in</strong>g countries around the world.<br />
