1. A generic def<strong>in</strong>ition of IT services is provided <strong>in</strong> Gartner (2004), which st<strong>at</strong>es th<strong>at</strong> IT services<br />
refer to the applic<strong>at</strong>ion of bus<strong>in</strong>ess and technical expertise to enable organiz<strong>at</strong>ions <strong>in</strong> the cre<strong>at</strong>ion,<br />
management, optimiz<strong>at</strong>ion of or access to <strong>in</strong>form<strong>at</strong>ion and bus<strong>in</strong>ess processes. The <strong>Services</strong> Sectoral<br />
Classific<strong>at</strong>ion List of the General Agreement on <strong>Trade</strong> <strong>in</strong> <strong>Services</strong> (GATS) <strong>in</strong>cludes computer services<br />
as a subsector (design<strong>at</strong>ed 1B) of bus<strong>in</strong>ess and professional services (see WTO 1991). The subsector<br />
covers five subc<strong>at</strong>egories: consultancy services rel<strong>at</strong>ed to the <strong>in</strong>stall<strong>at</strong>ion of computer hardware, software<br />
implement<strong>at</strong>ion services, d<strong>at</strong>a process<strong>in</strong>g services, d<strong>at</strong>abase services, and other. The subc<strong>at</strong>egories,<br />
which are outl<strong>in</strong>ed <strong>in</strong> annex table 7A.1, are def<strong>in</strong>ed <strong>in</strong> gre<strong>at</strong>er detail <strong>in</strong> the correspond<strong>in</strong>g items<br />
of the Provisional Central Product Classific<strong>at</strong>ion (UN 1991). Accord<strong>in</strong>g to this classific<strong>at</strong>ion, software<br />
implement<strong>at</strong>ion services <strong>in</strong>clude systems and software consult<strong>in</strong>g services, systems analysis services,<br />
systems design services, programm<strong>in</strong>g services, and systems ma<strong>in</strong>tenance services. Most IT service<br />
exports from develop<strong>in</strong>g countries fall under the software implement<strong>at</strong>ion services item.<br />
2. The reader should thus <strong>in</strong>terpret the trade d<strong>at</strong>a presented here with caution and as rough estim<strong>at</strong>es,<br />
given the differences <strong>in</strong> def<strong>in</strong>itions and <strong>in</strong> coverage across the available d<strong>at</strong>a sources. The <strong>in</strong>form<strong>at</strong>ion<br />

3. The GATS recognizes four modes of service delivery. Mode 1 refers to crossborder supply, Mode<br />
2 to consumption abroad, Mode 3 to commercial presence, and Mode 4 to the temporary movement<br />
of n<strong>at</strong>ural persons.<br />

benchmark<strong>in</strong>g exercises are subject to criticism, and this may be their ma<strong>in</strong> strength: many<br />
<strong>in</strong>dustry represent<strong>at</strong>ives and policy makers care passion<strong>at</strong>ely about their rel<strong>at</strong>ive rank<strong>in</strong>g and strive to<br />
improve their results. In general, simplicity is <strong>in</strong>versely rel<strong>at</strong>ed to objectivity, and results should be<br />
<strong>in</strong>terpreted with caution. For example, movements <strong>in</strong> foreign exchange r<strong>at</strong>es can have a strong impact<br />
on measures of cost and therefore lead to significant shifts <strong>in</strong> rel<strong>at</strong>ive rank<strong>in</strong>gs from year to year.<br />
5. S<strong>at</strong>ellite connections exist, but are not cost-effective options for IT service exporters.<br />
