Account<strong>in</strong>g <strong>Services</strong> 267<br />

L<strong>in</strong>ks to large account<strong>in</strong>g firms play a prom<strong>in</strong>ent role <strong>in</strong> trade<br />

Account<strong>in</strong>g firms frequently use a comb<strong>in</strong><strong>at</strong>ion of affili<strong>at</strong>ions and alliances to leverage<br />

the specialized expertise of account<strong>in</strong>g professionals to serve the <strong>in</strong>tern<strong>at</strong>ional<br />

needs of clients. A typical organiz<strong>at</strong>ional structure consists of an alliance <strong>in</strong> which<br />

each firm is tre<strong>at</strong>ed as a member of the umbrella organiz<strong>at</strong>ion, while oper<strong>at</strong><strong>in</strong>g as a<br />

separ<strong>at</strong>e and <strong>in</strong>dependent legal entity. In an <strong>in</strong>tern<strong>at</strong>ional context, this model makes<br />

it possible for each <strong>in</strong>dividual partner firm to benefit from transfers of knowledge<br />

and professional standards with<strong>in</strong> the alliance, while comply<strong>in</strong>g with the legal and<br />

regul<strong>at</strong>ory requirements of the country <strong>in</strong> which the firm is loc<strong>at</strong>ed.<br />

Four large account<strong>in</strong>g alliances dom<strong>in</strong><strong>at</strong>e the global market and <strong>in</strong>fluence the<br />

structure of service provision <strong>in</strong> many develop<strong>in</strong>g countries. The global account<strong>in</strong>g<br />

leaders derive approxim<strong>at</strong>ely 65 percent of their <strong>in</strong>come from work outside<br />

their home countries and are present <strong>in</strong> 140 to 150 different markets (table 8.2).<br />

The big four firms have 550,000 employees among them and comb<strong>in</strong>ed revenues<br />

of about US$90 billion.<br />

These four <strong>in</strong>tern<strong>at</strong>ional account<strong>in</strong>g giants reta<strong>in</strong> a partnership model th<strong>at</strong><br />

relies on local members and their professionals to understand the language, rules,<br />

and oper<strong>at</strong><strong>in</strong>g procedures of the respective market (box 8.2). 2 For example, several<br />

Moroccan firms have affili<strong>at</strong>ed themselves with the big four. In exchange for<br />

royalties of about 10 percent of output, they can use the global firm’s name and<br />

take advantage of its tra<strong>in</strong><strong>in</strong>g, knowledge transfers, software applic<strong>at</strong>ions, and<br />

timely staff support (World Bank 2007). Similarly, <strong>in</strong> Tunisia, the big four have<br />

been <strong>in</strong>strumental <strong>in</strong> rais<strong>in</strong>g account<strong>in</strong>g standards and tra<strong>in</strong><strong>in</strong>g local accountants<br />

(World Bank 2008).<br />

Offshor<strong>in</strong>g offers export opportunities for develop<strong>in</strong>g countries<br />

Offshore outsourc<strong>in</strong>g, th<strong>at</strong> is, the outsourc<strong>in</strong>g of services abroad, is often <strong>in</strong>cluded<br />

<strong>in</strong> the global str<strong>at</strong>egic plans of companies. Account<strong>in</strong>g services, along with many<br />

other bus<strong>in</strong>ess services, are now fac<strong>in</strong>g worldwide competition through new<br />
