The magnitude and risks associ<strong>at</strong>ed with the severe environmental challenges<br />

faced by develop<strong>in</strong>g countries require firm action to avoid reversals of the development<br />

progress. The environmental <strong>in</strong>dustry is also important to the health and<br />

well-be<strong>in</strong>g of citizens <strong>in</strong> develop<strong>in</strong>g countries. Strengthen<strong>in</strong>g the environmental<br />

service <strong>in</strong>dustry is thus critical <strong>in</strong> manag<strong>in</strong>g the consequences of economic<br />

growth and development, and <strong>in</strong>tern<strong>at</strong>ional cooper<strong>at</strong>ion and trade <strong>in</strong> environmental<br />

goods and services are key factors <strong>in</strong> achiev<strong>in</strong>g this goal. In the context of<br />

the current deb<strong>at</strong>e on tackl<strong>in</strong>g clim<strong>at</strong>e change and competitiveness, the global<br />

trade <strong>in</strong> environmental goods and services will play a critical role.<br />

While the liberaliz<strong>at</strong>ion of imports of environmental services and access to<br />

new environmental export markets are clearly important, they are only part of the<br />

equ<strong>at</strong>ion. Liberaliz<strong>at</strong>ion needs to be a component of a str<strong>at</strong>egy th<strong>at</strong> emphasizes<br />

competition, sound regul<strong>at</strong>ion, and policies to widen access to services, th<strong>at</strong><br />

enhances the capacity to design and implement appropri<strong>at</strong>e regul<strong>at</strong>ions, and th<strong>at</strong><br />

improves the bus<strong>in</strong>ess clim<strong>at</strong>e. Wh<strong>at</strong> are the elements of successful reform <strong>in</strong> environmental<br />

services<br />

This chapter presents broad guidance on how to design the necessary reforms<br />

and liberaliz<strong>at</strong>ion str<strong>at</strong>egies <strong>in</strong> environmental services. The next section describes<br />

why trade <strong>in</strong> environmental services is of <strong>in</strong>terest for develop<strong>in</strong>g countries. The<br />

subsequent section considers the situ<strong>at</strong>ion of the trade <strong>in</strong> environmental services<br />

and the prospects for this trade, the extent to which environmental service markets<br />

are emerg<strong>in</strong>g <strong>in</strong> develop<strong>in</strong>g countries, the evolv<strong>in</strong>g trade and <strong>in</strong>vestment<br />

p<strong>at</strong>terns <strong>in</strong> environmental services, and the factors <strong>in</strong>fluenc<strong>in</strong>g the competitive<br />

positions of develop<strong>in</strong>g countries. The follow<strong>in</strong>g section addresses wh<strong>at</strong> can be<br />

done to harness trade opportunities for environmental services, focus<strong>in</strong>g on<br />

the importance of environmental standards <strong>in</strong> driv<strong>in</strong>g the growth of the <strong>in</strong>dustry,<br />

the role of government procurement policies regard<strong>in</strong>g environmental<br />

services, and the components of an offensive (r<strong>at</strong>her than defensive) str<strong>at</strong>egy for<br />

promot<strong>in</strong>g trade <strong>in</strong> environmental services. The penultim<strong>at</strong>e section poses the<br />

questions th<strong>at</strong> stakeholders should bear <strong>in</strong> m<strong>in</strong>d as they advance the reform of<br />

environmental policies for trade and development. The f<strong>in</strong>al section summarizes.<br />

from compliance with environmental regul<strong>at</strong>ions to policies th<strong>at</strong> encourage
