Export<strong>in</strong>g Inform<strong>at</strong>ion Technology <strong>Services</strong>: In the Footsteps of India 225<br />
liberaliz<strong>at</strong>ion <strong>in</strong> foreign direct <strong>in</strong>vestment—and by diaspora networks. For example,<br />
the Ch<strong>in</strong>ese and Indian professionals work<strong>in</strong>g <strong>in</strong> the IT sector <strong>in</strong> the United<br />
St<strong>at</strong>es either temporarily or as permanent immigrants have brought back best<br />
practices, re<strong>in</strong>vested <strong>in</strong> Ch<strong>in</strong>a and India, and facilit<strong>at</strong>ed <strong>in</strong>vestment by U.S. companies<br />
<strong>in</strong> the Ch<strong>in</strong>ese and Indian IT service sector. Many develop<strong>in</strong>g countries<br />
have targeted niche markets and benefited from IT-<strong>in</strong>tensive local <strong>in</strong>dustries. For<br />
example, Israel has built a highly sophistic<strong>at</strong>ed software and service sector on the<br />
back of its n<strong>at</strong>ional defense <strong>in</strong>dustry. Other countries host<strong>in</strong>g <strong>in</strong>dustrial leaders<br />
with <strong>in</strong>-house computer competence, such as Brazil’s avi<strong>at</strong>ion <strong>in</strong>dustry or East<br />
Asia’s hardware <strong>in</strong>dustry, have local clusters of IT service expertise th<strong>at</strong> may have<br />
the potential to become large exporters. Mauritius and S<strong>in</strong>gapore are both used as<br />
regional centers for disaster recovery for computer systems.<br />
The IT service sector has gre<strong>at</strong>ly benefited from the improved capacity and<br />
reduced cost of <strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion technologies. Bus<strong>in</strong>ess process<br />
<strong>in</strong>nov<strong>at</strong>ion has allowed the IT service value cha<strong>in</strong> to be fragmented <strong>in</strong>to small,<br />
well-def<strong>in</strong>ed tasks th<strong>at</strong> can be traded <strong>at</strong> low transaction costs. In comb<strong>in</strong><strong>at</strong>ion<br />
with the development of collabor<strong>at</strong>ive virtual work environments, the physical<br />
loc<strong>at</strong>ion of the service supplier has, <strong>in</strong> many <strong>in</strong>stances, been rendered irrelevant.<br />
Customized software applic<strong>at</strong>ion development and ma<strong>in</strong>tenance are the types of<br />
task most commonly outsourced to develop<strong>in</strong>g countries. Web design and development<br />
represent another area <strong>in</strong> which entrepreneurs <strong>in</strong> develop<strong>in</strong>g countries<br />
have excelled. Systems <strong>in</strong>tegr<strong>at</strong>ion and IT consult<strong>in</strong>g may be reserved for technological<br />
leaders, but the remote management and ma<strong>in</strong>tenance of IT networks,<br />
<strong>in</strong>clud<strong>in</strong>g help desks, desktop support, d<strong>at</strong>a center services, ma<strong>in</strong>frame support,<br />
and network oper<strong>at</strong>ions, are <strong>in</strong>creas<strong>in</strong>gly outsourced to low-cost countries. The<br />
frantic pace of <strong>in</strong>nov<strong>at</strong>ion <strong>in</strong> the IT service sector is constantly giv<strong>in</strong>g rise to new<br />
types of services th<strong>at</strong> can be provided through electronic supply.<br />
The term<strong>in</strong>ology of the General Agreement on <strong>Trade</strong> <strong>in</strong> <strong>Services</strong> (GATS) of the<br />
WTO st<strong>at</strong>es th<strong>at</strong> a service can be traded <strong>in</strong> four dist<strong>in</strong>ct ways. 3 Develop<strong>in</strong>g-country<br />
imports of IT services cover three of these ways: crossborder supply (th<strong>at</strong> is, electronic<br />
delivery or Mode 1), commercial presence (Mode 3), and the temporary<br />
movement of n<strong>at</strong>ural persons (Mode 4). For example, if a Swiss <strong>in</strong>surance company<br />
<strong>in</strong>structs its Brazilian subsidiary to deliver IT services electronically to its<br />
headquarters or to another of its non-Brazilian subsidiaries, it is, <strong>in</strong> WTO term<strong>in</strong>ology,<br />
engaged <strong>in</strong> Mode 1 trade. The same holds if the IT services are electronically<br />
delivered from any Brazilian company to a non-Brazilian company. If the<br />
Swiss <strong>in</strong>surance company establishes a commercial presence <strong>in</strong> Brazil to service the<br />
Brazilian IT service market, it is, <strong>in</strong> WTO term<strong>in</strong>ology, <strong>in</strong>volved <strong>in</strong> Mode 3 trade. Any<br />
IT professionals sent from Brazil to one of the Swiss company’s non-Brazilian<br />
premises to deliver services are, <strong>in</strong> WTO term<strong>in</strong>ology, engaged <strong>in</strong> Mode 4 trade.
