(start-up formalities, the need for authoriz<strong>at</strong>ion to sell certa<strong>in</strong> products, and<br />
restrictions on the size of larger stores), regul<strong>at</strong>ions on oper<strong>at</strong>ion (open<strong>in</strong>g<br />
hours, <strong>in</strong>volvement <strong>in</strong> sectoral bodies, local monopolies), and price regul<strong>at</strong>ion<br />
(Boylaud 2000).<br />
Global sales through modern retail form<strong>at</strong>s are estim<strong>at</strong>ed to have grown more<br />
rapidly than total retail sales; they accounted for 52 percent of total retail sales <strong>in</strong><br />
2006. The share differs widely across countries: 1 percent <strong>in</strong> Pakistan, 4 percent <strong>in</strong><br />
India, 20 percent <strong>in</strong> Ch<strong>in</strong>a and Indonesia, 22 percent <strong>in</strong> Vietnam, 35 percent <strong>in</strong> the<br />
Philipp<strong>in</strong>es, 36 percent <strong>in</strong> Brazil, 40 percent <strong>in</strong> Thailand, 55 percent <strong>in</strong> Malaysia,<br />
and 80 percent <strong>in</strong> economies of the Organis<strong>at</strong>ion for Economic Co-oper<strong>at</strong>ion and<br />
Development (OECD) (Joseph et al. 2008). In the least developed countries and <strong>in</strong><br />
most develop<strong>in</strong>g countries, retail sales are primarily dom<strong>in</strong><strong>at</strong>ed by small familyrun<br />
neighborhood shops and open markets th<strong>at</strong> are frequently large covered clusters<br />
of outlets. Box 5.3 presents selected develop<strong>in</strong>g-country experiences <strong>in</strong> the<br />
distribution sector.<br />
In develop<strong>in</strong>g countries, modern retail<strong>in</strong>g occurred <strong>in</strong> three broad waves. It<br />
started <strong>in</strong> the early 1990s <strong>in</strong> South America (Argent<strong>in</strong>a, Brazil, and Chile), East Asia<br />
(Maldives; the Republic of Korea; the Philipp<strong>in</strong>es; Taiwan, Ch<strong>in</strong>a; and Thailand)<br />
and South Africa. It then took off <strong>in</strong> Central America, Indonesia, and Mexico <strong>in</strong><br />
the l<strong>at</strong>e 1990s, before reach<strong>in</strong>g some Central and South American countries,<br />
Ch<strong>in</strong>a, India, Kenya, the Russian Feder<strong>at</strong>ion, and Vietnam <strong>in</strong> the early 2000s.<br />
Ch<strong>in</strong>a, India, and Russia lagged because of severe restrictions on <strong>in</strong>ward FDI <strong>in</strong><br />
the retail<strong>in</strong>g sector (Joseph et al. 2008). For large emerg<strong>in</strong>g markets, it is likely th<strong>at</strong><br />
the p<strong>at</strong>tern of development will follow th<strong>at</strong> of the distribution sector <strong>in</strong> developed<br />
countries, and th<strong>at</strong> the pace of development will depend to a large extent on the<br />
level of market access for foreign particip<strong>at</strong>ion. There will be <strong>in</strong>creas<strong>in</strong>g concentr<strong>at</strong>ion<br />
through mergers and acquisitions and some vertical <strong>in</strong>tegr<strong>at</strong>ion <strong>in</strong> which<br />
retailers control both the traditional wholesale function and, <strong>in</strong> some cases, food<br />
process<strong>in</strong>g and production. This vertical <strong>in</strong>tegr<strong>at</strong>ion may extend to the road<br />
transport fleets owned by the largest retail cha<strong>in</strong>s, whose trucks often form part of<br />
the storage capacity <strong>in</strong> lean supply cha<strong>in</strong>s.<br />
Other impacts may affect social exclusion, rais<strong>in</strong>g the need for the provision of<br />
social spend<strong>in</strong>g and safety nets with<strong>in</strong> overall budgetary limits. This might cover<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> management, logistics, and <strong>in</strong>form<strong>at</strong>ion technology skills and tra<strong>in</strong><strong>in</strong>g<br />
for altern<strong>at</strong>ive employment among those people displaced from small traditional<br />
outlets. Other factors th<strong>at</strong> should be borne <strong>in</strong> m<strong>in</strong>d are the propensity of people to<br />
migr<strong>at</strong>e, the eradic<strong>at</strong>ion of extreme poverty and hunger, the promotion of gender<br />
equality and the empowerment of women, and ensur<strong>in</strong>g environmental susta<strong>in</strong>ability<br />
(Arkell and Johnson 2005).
