about the scope for fiscal <strong>in</strong>centives. As a rule, policy makers should focus on<br />

listen<strong>in</strong>g to the needs of the companies and provid<strong>in</strong>g flexible solutions and rapid<br />

services r<strong>at</strong>her than offer<strong>in</strong>g fiscal <strong>in</strong>centives. If they are provided, fiscal <strong>in</strong>centives<br />

should be time limited and conform to WTO rules. (For an extensive discussion,<br />

see Creskoff and Walkenhorst 2009.)<br />

Upd<strong>at</strong>e technical educ<strong>at</strong>ion curricula, encourage students to learn<br />

languages, and support priv<strong>at</strong>e technical colleges<br />

The IT service sector makes <strong>in</strong>tensive use of eng<strong>in</strong>eer<strong>in</strong>g talent. Few countries<br />

produce enough IT talent to become significant exporters of IT services. There are<br />

gre<strong>at</strong> differences <strong>in</strong> terms of human resource endowments, but overall, the number<br />

of gradu<strong>at</strong>es <strong>in</strong> IT-rel<strong>at</strong>ed fields is grow<strong>in</strong>g rapidly. A career <strong>in</strong> the IT service<br />

sector is <strong>in</strong>creas<strong>in</strong>gly <strong>at</strong>tractive. In South Asia, Sri Lanka produces roughly<br />

3,500 gradu<strong>at</strong>es <strong>in</strong> IT-rel<strong>at</strong>ed fields every year. Bangladesh has 5,500 gradu<strong>at</strong>es;<br />

Pakistan has 20,000; and India has 350,000 (Dossani 2010). 10 Much of the growth<br />

<strong>in</strong> the number of eng<strong>in</strong>eer<strong>in</strong>g gradu<strong>at</strong>es <strong>in</strong> South Asia has been gener<strong>at</strong>ed by the<br />

priv<strong>at</strong>e provision of IT tra<strong>in</strong><strong>in</strong>g. For example, <strong>in</strong> Pakistan, priv<strong>at</strong>e higher educ<strong>at</strong>ion<br />

<strong>in</strong>stitutions tra<strong>in</strong> 80 percent of the local eng<strong>in</strong>eer<strong>in</strong>g gradu<strong>at</strong>es. The impact of<br />

priv<strong>at</strong>e higher educ<strong>at</strong>ion <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g science <strong>in</strong> India is also strik<strong>in</strong>g. In 1990,<br />

priv<strong>at</strong>e educ<strong>at</strong>ion had a negligible market share, while, <strong>in</strong> 2005, more than threefourths<br />

of eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>stitutions were priv<strong>at</strong>ely oper<strong>at</strong>ed, and 95 percent of the<br />

<strong>in</strong>crease <strong>in</strong> enrollments s<strong>in</strong>ce 1997 has come from priv<strong>at</strong>e colleges. Box 7.4<br />

describes a priv<strong>at</strong>e <strong>in</strong>iti<strong>at</strong>ive to tra<strong>in</strong> personnel for IT careers.<br />

The biggest challenge is to raise the quality and relevance of technical educ<strong>at</strong>ion.<br />

In 2005, the McK<strong>in</strong>sey Global Institute assessed the quantity and quality of<br />

young professionals (gradu<strong>at</strong>es with up to seven years of work experience) and<br />

their employability <strong>in</strong> mult<strong>in</strong><strong>at</strong>ionals <strong>in</strong> 36 develop<strong>in</strong>g countries (MGI 2005).<br />

Based on <strong>in</strong>terviews and surveys of human resource managers employed by<br />

some 40 countries, <strong>in</strong>clud<strong>in</strong>g 8 countries <strong>in</strong> Africa, 8 <strong>in</strong> the Americas, and 12 <strong>in</strong> Asia.<br />

Accord<strong>in</strong>g to the company’s Web site, the company’s tra<strong>in</strong><strong>in</strong>g solutions <strong>in</strong> areas such as<br />

IT, bus<strong>in</strong>ess process outsourc<strong>in</strong>g, and executive management educ<strong>at</strong>ion have provided<br />

computer-based learn<strong>in</strong>g to nearly 7.8 million students <strong>in</strong> over 9,500 schools.
