Understand<strong>in</strong>g <strong>Trade</strong> <strong>in</strong> Environmental <strong>Services</strong>: Key Issues and Prospects 341<br />

market or, <strong>in</strong> <strong>in</strong>frastructure segments th<strong>at</strong> have n<strong>at</strong>ural monopoly characteristics,<br />

effective competition for the market (such as bids for concession contracts)<br />

can be ensured through sound procurement policies, priv<strong>at</strong>iz<strong>at</strong>ion,<br />

and public-priv<strong>at</strong>e partnerships. Furthermore, for several basic environmental<br />

services, such as w<strong>at</strong>er and sanit<strong>at</strong>ion, universal access is a priority. Wider<br />

access to basic environmental services can be ensured by an <strong>in</strong>centive framework<br />

aimed <strong>at</strong> consumers or <strong>at</strong> priv<strong>at</strong>e actors <strong>in</strong>volved <strong>in</strong> the provision of<br />

these services. While target<strong>in</strong>g rema<strong>in</strong>s a challenge, experience shows th<strong>at</strong> the<br />

most effective way to target services <strong>in</strong>volves subsidies for connection r<strong>at</strong>her<br />

than subsidies for consumption. In several environmental <strong>in</strong>frastructure and<br />

non<strong>in</strong>frastructure services, standards th<strong>at</strong> specify result requirements (for<br />

example, requirements on service quality, reliability, or cont<strong>in</strong>uity) or <strong>in</strong>put<br />

requirements (for example, requirements rel<strong>at</strong>ed to the m<strong>at</strong>erials or procedures<br />

th<strong>at</strong> the oper<strong>at</strong>ors must use) are necessary to deal with neg<strong>at</strong>ive externalities.<br />

Policy makers could strengthen environmental services by us<strong>in</strong>g<br />

appropri<strong>at</strong>e standards and implement<strong>in</strong>g these standards through marketbased<br />

<strong>in</strong>struments.<br />

2. <strong>Trade</strong> reform then needs to be <strong>in</strong>tegr<strong>at</strong>ed <strong>in</strong>to an open and transparent<br />

process of regul<strong>at</strong>ory reform whereby decisions on the n<strong>at</strong>ure and pace of<br />

reform are supported by careful analysis and an understand<strong>in</strong>g of best practices.<br />

At the multil<strong>at</strong>eral level, policy makers could lock <strong>in</strong> or seek further<br />

access for foreign environmental companies on a nondiscrim<strong>in</strong><strong>at</strong>ory basis.<br />

Investment <strong>in</strong> environmental <strong>in</strong>frastructure and non<strong>in</strong>frastructure services<br />

is likely to gener<strong>at</strong>e significant ga<strong>in</strong>s for develop<strong>in</strong>g countries. At the<br />

regional level, policy makers could engage <strong>in</strong> deeper cooper<strong>at</strong>ion on issues<br />

such as capacity build<strong>in</strong>g and the enforcement or harmoniz<strong>at</strong>ion of standards.<br />

At the bil<strong>at</strong>eral level, policy makers from develop<strong>in</strong>g countries could<br />

engage <strong>in</strong> discussions on the movement of the workforce relevant to non<strong>in</strong>frastructure<br />

environmental service exports such as personnel <strong>in</strong> environmental<br />

eng<strong>in</strong>eer<strong>in</strong>g, test<strong>in</strong>g and analysis, research and development, and<br />

consult<strong>in</strong>g where these have a potential compar<strong>at</strong>ive advantage. F<strong>in</strong>ally, policy<br />

makers can use a variety of export promotion programs to <strong>in</strong>crease the<br />

trade <strong>in</strong> environmental services.<br />

Wh<strong>at</strong> Questions Should Stakeholders Bear<br />

<strong>in</strong> M<strong>in</strong>d as They Advance Reform<br />

The checklist <strong>in</strong> table 10.5 summarizes the ma<strong>in</strong> po<strong>in</strong>ts th<strong>at</strong> deserve the <strong>at</strong>tention<br />

of policy makers <strong>in</strong> prepar<strong>in</strong>g the reform and liberaliz<strong>at</strong>ion agenda <strong>in</strong> environmental<br />

services.
