pr<strong>in</strong>cipally consists of small family-run neighborhood shops and outdoor markets.<br />
While the lead<strong>in</strong>g global actors are ma<strong>in</strong>ly European and U.S. companies,<br />
some retailers based <strong>in</strong> develop<strong>in</strong>g countries are successfully expand<strong>in</strong>g <strong>in</strong> their<br />
respective regions, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> Africa, Asia, and L<strong>at</strong><strong>in</strong> America. They are part of a<br />
worldwide trend toward concentr<strong>at</strong>ion and larger outlets <strong>in</strong> distribution, and<br />
South-South trade is <strong>in</strong>creas<strong>in</strong>gly prom<strong>in</strong>ent <strong>in</strong> this development.<br />

ensured prompt payments to suppliers, and strengthened supply-side capacity<br />
and access to f<strong>in</strong>ance.<br />
The <strong>in</strong>tern<strong>at</strong>ional trade <strong>in</strong> distribution services is ma<strong>in</strong>ly conducted through<br />
outward direct <strong>in</strong>vestment <strong>in</strong> foreign affili<strong>at</strong>es or jo<strong>in</strong>t ventures. Strict market<br />
entry conditions <strong>in</strong> the past delayed moderniz<strong>at</strong>ion <strong>in</strong> the distribution sector <strong>in</strong><br />
countries such as Ch<strong>in</strong>a, India, and Russia. The open<strong>in</strong>g of domestic retail markets<br />
has led to rapid <strong>in</strong>creases <strong>in</strong> foreign particip<strong>at</strong>ion <strong>in</strong> some countries. Besides<br />
prospective improvements <strong>in</strong> quality, choice, and pric<strong>in</strong>g, modern retail<strong>in</strong>g practices<br />
may provide a more convenient shopp<strong>in</strong>g experience and safer and rel<strong>at</strong>ively<br />
high-pay<strong>in</strong>g jobs. They may also cre<strong>at</strong>e jobs <strong>in</strong> ancillary food process<strong>in</strong>g, logistics,<br />
supply cha<strong>in</strong> management, and <strong>in</strong>form<strong>at</strong>ion technology–based back-office functions,<br />
<strong>in</strong>clud<strong>in</strong>g modern purchase track<strong>in</strong>g and account<strong>in</strong>g practices. However,<br />
parallel improvements are often needed <strong>in</strong> the transport networks, electricity supply,<br />
and telecommunic<strong>at</strong>ions services on which the distribution service sector<br />
depends. Thus, coord<strong>in</strong><strong>at</strong>ion among the various m<strong>in</strong>istries and agencies <strong>in</strong>volved<br />
<strong>in</strong> development <strong>in</strong> these areas is essential.<br />
Liberaliz<strong>at</strong>ion <strong>in</strong> the distribution sector generally entails significant adjustment<br />
costs, as well as benefits. Modern retail<strong>in</strong>g is likely to lead to the closure of<br />
many mom-and-pop stores, other small or less efficient retailers, and, <strong>in</strong> poorer<br />
