countries tend to have an advantage with regard to human capital and the bus<strong>in</strong>ess<br />

environment, while develop<strong>in</strong>g countries tend to rank high on local cost structures.<br />

Ch<strong>in</strong>a and India are the two develop<strong>in</strong>g countries th<strong>at</strong> have high scores <strong>in</strong> human<br />

resources and <strong>in</strong> cost structures, and these two countries are most <strong>at</strong>tractive overall<br />

accord<strong>in</strong>g to A. T. Kearney’s methodology. But several other develop<strong>in</strong>g countries <strong>in</strong><br />

different parts of the world have high aggreg<strong>at</strong>e scores.<br />

The focus hereafter is on some of the key <strong>in</strong>iti<strong>at</strong>ives th<strong>at</strong> governments can<br />

undertake to remove common impediments <strong>in</strong> the <strong>in</strong>tern<strong>at</strong>ional supply of IT services.<br />

These <strong>in</strong>iti<strong>at</strong>ives would not only benefit export-oriented IT service companies,
