home. The chapters therefore devote commensur<strong>at</strong>e <strong>at</strong>tention to the illustr<strong>at</strong>ion<br />

of these benefits and the rel<strong>at</strong>ed policy measures th<strong>at</strong> promote them.<br />

Many imported services provide vital <strong>in</strong>puts to manufactur<strong>in</strong>g companies th<strong>at</strong><br />

substantially <strong>in</strong>fluence the <strong>in</strong>tern<strong>at</strong>ional competitiveness of these companies. It is<br />

especially noteworthy th<strong>at</strong> simul<strong>at</strong>ion models have predicted considerably higher<br />

ga<strong>in</strong>s from the liberaliz<strong>at</strong>ion of service sectors than from the liberaliz<strong>at</strong>ion of<br />

goods sectors. This is the case even <strong>in</strong> countries with high tariff barriers such as<br />

Tunisia, as Konan and Maskus (2006) have concluded. Moreover, if endogenous<br />

productivity effects are taken <strong>in</strong>to account, the long-run benefits from service<br />

liberaliz<strong>at</strong>ion may be significantly gre<strong>at</strong>er than the st<strong>at</strong>ic benefits.<br />

One development th<strong>at</strong> has fueled the growth of service exports is the grow<strong>in</strong>g<br />

trend among companies <strong>in</strong> high-<strong>in</strong>come countries to outsource back-office and<br />

other service functions to take advantage of the advanced skills and lower labor<br />

costs of specialized service providers. Many develop<strong>in</strong>g countries have substantial<br />

untapped potential to s<strong>at</strong>isfy this demand for bus<strong>in</strong>ess functions <strong>in</strong>, for example,<br />

the account<strong>in</strong>g, eng<strong>in</strong>eer<strong>in</strong>g, IT, and legal service sectors. However, as emphasized<br />

<strong>in</strong> some chapters, tak<strong>in</strong>g advantage of these trade opportunities often requires<br />

policy reforms th<strong>at</strong> cre<strong>at</strong>e an enabl<strong>in</strong>g environment for priv<strong>at</strong>e sector service<br />

providers.<br />

Overview: The <strong>Trade</strong> <strong>in</strong> <strong>Services</strong><br />

The scope of activities th<strong>at</strong> are def<strong>in</strong>ed as services <strong>in</strong> the framework of the General<br />

Agreement on <strong>Trade</strong> <strong>in</strong> <strong>Services</strong> (GATS) of the World <strong>Trade</strong> Organiz<strong>at</strong>ion is illustr<strong>at</strong>ed<br />

<strong>in</strong> table 1.1. The backbone services <strong>in</strong>clude, primarily, communic<strong>at</strong>ions,<br />

f<strong>in</strong>ancial <strong>in</strong>termedi<strong>at</strong>ion, and transport, while the nonbackbone services th<strong>at</strong> are<br />

the focus of this book comprise most of the rema<strong>in</strong><strong>in</strong>g c<strong>at</strong>egories. In contrast to<br />

merchandise trade, services are often <strong>in</strong>tangible, <strong>in</strong>visible, and perishable and usually<br />

require simultaneous production and consumption. The need <strong>in</strong> many cases<br />
