The key focus <strong>in</strong> high-technology parks is service provision. A streaml<strong>in</strong>ed<br />

<strong>in</strong>terface with public authorities and ready-to-use facilities are the ma<strong>in</strong> <strong>at</strong>tractions.<br />

IT service companies require reliable electricity and access to high-capacity<br />

<strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion technology networks. Many high-technology<br />

parks ensure full-time, year-round power gener<strong>at</strong>ion by host<strong>in</strong>g their own power<br />

gener<strong>at</strong>ors. They also l<strong>in</strong>k up to the global backbone of <strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion<br />

technology networks to ensure sufficient bandwidth capacity for clients.<br />

In addition, the parks are associ<strong>at</strong>ed with real est<strong>at</strong>e services and ancillary services<br />

such as transport<strong>at</strong>ion l<strong>in</strong>ks, bank<strong>in</strong>g, restaurants, and hotel accommod<strong>at</strong>ion.<br />

Some high-technology parks are large enclaves loc<strong>at</strong>ed next to popul<strong>at</strong>ion centers,<br />

as <strong>in</strong> Ch<strong>in</strong>a, while other parks are loc<strong>at</strong>ed <strong>in</strong> small, <strong>in</strong>dividual office towers with<strong>in</strong><br />

city centers, as <strong>in</strong> the Philipp<strong>in</strong>es. There is no s<strong>in</strong>gle best solution, and regul<strong>at</strong>ory<br />

flexibility can allow real est<strong>at</strong>e agents and park oper<strong>at</strong>ors to experiment with marketable<br />

altern<strong>at</strong>ives. High-technology park adm<strong>in</strong>istr<strong>at</strong>ions are normally priv<strong>at</strong>ely<br />

owned and oper<strong>at</strong>ed for profit. They may offer expedient, s<strong>in</strong>gle-w<strong>in</strong>dow environments<br />

for <strong>in</strong>corpor<strong>at</strong>ion, licenses, and other regul<strong>at</strong>ory issues, thus allow<strong>in</strong>g new<br />

entrants to focus on oper<strong>at</strong>ions r<strong>at</strong>her than on disentangl<strong>in</strong>g red tape and unnecessary<br />

bureaucracy.<br />

Some high-technology parks offer fiscal <strong>in</strong>centives to export-oriented<br />

<strong>in</strong>vestors, such as time-limited <strong>in</strong>come tax holidays, duty-free import<strong>at</strong>ion of capital<br />

goods, and grants to tra<strong>in</strong> new employees. 9 However, fiscal <strong>in</strong>centives are seldom<br />

necessary to <strong>at</strong>tract <strong>in</strong>vestment <strong>in</strong> the first place, partly because subsidiaries<br />

of foreign mult<strong>in</strong><strong>at</strong>ionals oper<strong>at</strong>e as not-for-profit cost-recover<strong>in</strong>g centers <strong>in</strong> these<br />

parks. Other types of common <strong>in</strong>centives <strong>in</strong>clude full equity ownership for foreign<br />

<strong>in</strong>vestors, the facilit<strong>at</strong>ed employment of foreign n<strong>at</strong>ionals <strong>in</strong> supervisory and<br />

technical positions, and domestic sales allowance equivalents as a share of total<br />

sales. The high-technology parks can aid <strong>in</strong> shelter<strong>in</strong>g the IT service sector <strong>in</strong><br />

countries th<strong>at</strong> are affected by high levels of crim<strong>in</strong>ality and facilit<strong>at</strong>e access to land<br />

<strong>in</strong> countries <strong>in</strong> which this access is a serious issue.<br />

In addition, the labor legisl<strong>at</strong>ion <strong>in</strong> some countries prohibits workers, especially<br />

women, from work<strong>in</strong>g even<strong>in</strong>gs or on night shifts. This can have a neg<strong>at</strong>ive<br />

effect on IT service companies with clients <strong>in</strong> different time zones. Work-time<br />

restrictions are more of an issue <strong>in</strong> the IT-enabled service sector, but certa<strong>in</strong> types<br />

of IT services need to be provided dur<strong>in</strong>g the oper<strong>at</strong><strong>in</strong>g hours of clients.<br />

Bangladesh and India are two examples of countries th<strong>at</strong> have softened their labor<br />

legisl<strong>at</strong>ion to allow certa<strong>in</strong> companies to oper<strong>at</strong>e even<strong>in</strong>g and night shifts, but<br />

only to meet the demands of clients <strong>in</strong> other time zones. By be<strong>in</strong>g sensitive to the<br />

needs of local and foreign <strong>in</strong>vestors, as well as local real est<strong>at</strong>e companies, policy<br />

makers can stimul<strong>at</strong>e <strong>in</strong>vestment <strong>in</strong> high-technology parks without committ<strong>in</strong>g<br />
