promotion agencies, if they exist, and the local <strong>in</strong>dustry associ<strong>at</strong>ion.<br />

access to market <strong>in</strong>telligence about the m<strong>at</strong>urity of local IT service companies<br />

and the quality of local IT professionals. They are also likely to be concerned about<br />

the record on <strong>in</strong>tellectual property rights and protection <strong>in</strong> prospective client countries.<br />

To counteract these <strong>in</strong>form<strong>at</strong>ion asymmetries and build trust with prospective<br />

partners, IT service companies can raise their recognition <strong>in</strong>tern<strong>at</strong>ionally by promot<strong>in</strong>g<br />

the use of professional certific<strong>at</strong>es, conform<strong>in</strong>g to <strong>in</strong>tern<strong>at</strong>ional quality standards,<br />

and ensur<strong>in</strong>g th<strong>at</strong> they respect <strong>in</strong>tellectual property rights and d<strong>at</strong>a privacy<br />

and security legisl<strong>at</strong>ion. While the decision to adopt quality recognition certific<strong>at</strong>ions<br />

is taken on the firm level, there may be scope for policy makers to facilit<strong>at</strong>e<br />

outreach events th<strong>at</strong> dissem<strong>in</strong><strong>at</strong>e <strong>in</strong>form<strong>at</strong>ion about the use of <strong>in</strong>tern<strong>at</strong>ional certific<strong>at</strong>es<br />

and standards. Policy makers are also responsible for enact<strong>in</strong>g and enforc<strong>in</strong>g<br />

legisl<strong>at</strong>ion on <strong>in</strong>tellectual property rights, as well as d<strong>at</strong>a privacy and security.<br />

A company th<strong>at</strong> seeks to source IT services from abroad may choose to establish<br />

a subsidiary to ma<strong>in</strong>ta<strong>in</strong> full control of its work. Jo<strong>in</strong>t ventures and buildoper<strong>at</strong>e-transfer<br />

models are other sourc<strong>in</strong>g str<strong>at</strong>egies th<strong>at</strong> offer a certa<strong>in</strong> degree of<br />

control, although they are less commonly adopted. Yet, for local homegrown companies<br />

th<strong>at</strong> are compet<strong>in</strong>g for foreign bus<strong>in</strong>ess, the use of quality recognition or<br />

professional certific<strong>at</strong>es such as the Capability M<strong>at</strong>urity Model Integr<strong>at</strong>ion certific<strong>at</strong>ion<br />

from the Software Eng<strong>in</strong>eer<strong>in</strong>g Institute <strong>at</strong> Carnegie Mellon is not only a<br />

quality enhancement tool for oper<strong>at</strong>ions, but also an important signal<strong>in</strong>g device<br />

to prospective clients. The certific<strong>at</strong>ion is neither <strong>in</strong>expensive nor easy to obta<strong>in</strong><br />

and c<strong>at</strong>ers ma<strong>in</strong>ly to medium and large companies. However, it is a quality mark<br />

th<strong>at</strong> is frequently used for sales and market<strong>in</strong>g purposes. Many larger clients of IT<br />

services prefer to do bus<strong>in</strong>ess with suppliers th<strong>at</strong> have obta<strong>in</strong>ed a Software Eng<strong>in</strong>eer<strong>in</strong>g<br />

Institute–Capability M<strong>at</strong>urity Model Integr<strong>at</strong>ion certific<strong>at</strong>e of <strong>at</strong> least a<br />

midlevel rank<strong>in</strong>g. There are currently a large number of companies <strong>in</strong> develop<strong>in</strong>g<br />

countries th<strong>at</strong> have obta<strong>in</strong>ed the top-level rank<strong>in</strong>g. 11<br />

D<strong>at</strong>a privacy and security concerns are rel<strong>at</strong>ed to the risk of d<strong>at</strong>a be<strong>in</strong>g lost,<br />

accessed by external parties, or misused by companies process<strong>in</strong>g the <strong>in</strong>form<strong>at</strong>ion.<br />
